
Comrade Vo Thanh Hung, Deputy Chief of the Party Central Committee Office chaired the Conference. The Conference was connected online to connecting points at central departments, ministries, branches and provincial and municipal Party Committees across the country.

In his opening speech, comrade Vo Thanh Hung emphasized: In the context of the whole country promoting digital transformation, the requirement to innovate leadership, direction and management methods based on data is becoming increasingly urgent to improve the quality of planning guidelines, policies and the effectiveness of organizing and implementing resolutions.
In recent times, the Central Committee, the Politburo , and the Secretariat have made many historic decisions, demonstrating breakthrough thinking, vision, and aspiration to bring the country into an era of rapid and sustainable development, improving people's lives. In particular, the Politburo has issued 07 strategic resolutions, including: Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation; Resolution No. 59-NQ/TW on international integration in the new situation; Resolution No. 66-NQ/TW on innovation in law-making and enforcement; Resolution No. 68-NQ/TW on private economic development; Resolution No. 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. It is expected that in the coming time, the Politburo will continue to issue a number of resolutions on state economic issues, cultural revival and development.

According to comrade Vo Thanh Hung, these resolutions are the compass and orientation for the country's development. Along with that, the training and dissemination of these resolutions have been implemented synchronously from the Central to the grassroots level with completely new forms and methods. The Politburo also requires that each resolution must establish a Steering Committee and each Party Committee must develop a specific action program for implementation. However, if there is a lack of timely, comprehensive and systematic monitoring and evaluation tools, the implementation process can easily lead to delays and lack of synchronization, and in some places, some work may not be focused on the right focus and key points.
Comrade Vo Thanh Hung stated: Based on that requirement, the Party Central Office has built an information system to monitor, supervise and evaluate the implementation of the Politburo's resolution, with the following major implications:
Firstly, the System contributes to innovating the leadership, direction and management methods of the Central Committee and Party committees and organizations at all levels. Instead of manually and scatteredly synthesizing reports, data on the implementation of resolutions is standardized, updated, synthesized and visualized on a digital platform, helping leaders at all levels grasp the overall picture of progress and implementation results to promptly direct and remove difficulties and obstacles.

Second, the System helps improve the quality of consulting, summarizing practices, and inspection and supervision work. Each task is associated with the presiding agency, coordination agency, progress milestone, specific monitoring and evaluation targets. Through analysis and warning tools, the System supports early detection of risks of slow progress and bottlenecks in implementation organization for timely correction and adjustment.
The system is designed to be scalable, gradually applying modern data analysis methods, better serving forecasting and warning requirements in leadership and direction.
Third, the System creates synchronization and unity in the entire political system, enhancing accountability, publicity and transparency within the Party. Data from the Central to ministries, branches and localities are connected on a "common language", on the same platform, helping to monitor, compare, evaluate more objectively, fairly and closer to reality.
In order for the Conference to achieve practical results, Comrade Vo Thanh Hung suggested that delegates spend 1 full day to concentrate, directly operate on personal devices according to the instructor's instructions; at the same time, proactively discuss, raise questions, and reflect on difficulties and problems in the preparation or planned implementation process so that specialized units, especially the Department of Digital Transformation - Cryptography, can promptly answer and complete the System and guidance documents.
Comrade Vo Thanh Hung noted: After the Conference, with the responsibility as focal officers, you need to advise the agency's leaders to issue internal regulations, update procedures, and control data on the System; organize retraining for affiliated units; ensure that data entered into the System is complete, accurate, timely, and honestly reflects the implementation of the resolution in your industry and locality.
“The effective operation of the Resolution Monitoring System is not only a technical task, but first of all an important political task, associated with improving the Party's leadership and direction capacity in the period of promoting industrialization, modernization and national digital transformation” – Comrade Vo Thanh Hung emphasized.

The training conference took place in 1 day, aiming to help focal officers grasp the system's operating process, know how to separate resolutions into specific tasks with clear evaluation criteria; at the same time, practice directly to be able to deploy immediately at agencies and units.
The training content focuses on 4 main groups: Managing accounts of central and local agencies on the System; Responsibility for separating assigned tasks in the resolution into specific tasks, setting up monitoring and evaluation indicators (KPI) for each task; Assigning tasks to subordinate agencies and units associated with specific responsibilities; Monitoring and evaluating task implementation through dashboards and reports on the System./.
