Putting people at the center of policy making and implementation

The National Assembly discussed the term report, emphasizing innovation in law-making thinking and promoting sustainable, effective and democratic development.

Continuing the Session Program, on the morning of December 4, the National Assembly discussed in the hall: Reports on the 2021-2026 term of the President and the Government; draft Report on the 15th term of the National Assembly; Reports on the 15th term of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the State Audit; Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy .

High demands on quality and progress

Highly agreeing with the draft Report on the work of the 15th National Assembly, delegate Nguyen Thi Thuy ( Thai Nguyen ) said that the Report has clarified the outstanding achievements, efforts and continuous reforms of the National Assembly.

Outstanding achievements in innovation in law-making thinking are analyzed in four aspects: Innovation in law-making approach; reduction of time and procedures in law-making; fundamental innovation and reform of law-drafting process; innovation in thinking in removing legal bottlenecks.

To continue to innovate thinking in law-making, delegate Nguyen Thi Thuy proposed that the National Assembly Standing Committee soon organize a preliminary review and assessment of the implementation of the policy and laws that only regulate framework issues and principles in about 100 laws that have been amended by the National Assembly since the 8th Session up to now; thereby drawing experiences for more effective implementation in the coming time.

Considering that currently, the law only regulates framework issues, which are of a principled nature, and many policy-related issues are specified in the Government's decree, delegate Nguyen Thi Thuy proposed that the Government organize a wide consultation on policies with wide-ranging impacts during the process of drafting the decree.

In addition, the National Assembly Standing Committee directed the innovation of supervision of the issuance of detailed regulations. The National Assembly agencies conduct supervision and closely monitor the drafting of decrees and circulars of the Government and ministries and branches, ensuring that the spirit and legislative will of the National Assembly will be reflected in the detailed regulations in the decrees and circulars.

Delegate Duong Khac Mai (Lam Dong) said that the report fully and comprehensively reflected the activities of the National Assembly during a term in a special context with many unprecedented major changes in history such as the COVID-19 pandemic, the decline of the world economy after the pandemic, especially the requirements for economic recovery, institutional reform, organizational restructuring and promoting digital transformation.

In that context, the National Assembly has completed a huge amount of work with high requirements on quality and progress.

However, delegate Duong Khac Mai said that the focus in the coming period is not to continue to promulgate many laws but to shift strongly to the requirement of legal stability, ensuring predictability, feasibility and reasonable compliance costs.

The report needs to emphasize more clearly the requirement to minimize the situation where laws have to be amended as soon as they are issued, and at the same time strengthen early supervision of policy quality right at the law-making stage.

In addition, it is necessary to continue to perfect the institution to monitor, urge, and re-supervise the implementation of conclusions and recommendations after supervision; considering this a focus to improve the effectiveness of the National Assembly's supervision.

The report needs to emphasize more clearly the requirement to "closely link the National Assembly's decisions with conditions to ensure implementation," especially in terms of resources, apparatus and human resources at the grassroots level, to avoid "correct policies but slow implementation and low efficiency."

Regarding innovation, organization and operation methods of the National Assembly in the context of digital transformation, delegate Duong Khac Mai suggested that the Report should clarify the goals and requirements of digital transformation, not just stopping at the application of technology but must be associated with comprehensive innovation of the National Assembly's working methods.

The report needs to add directions to continue developing the digital National Assembly model in the direction of connectivity and synchronization between legislation, supervision and people's petitions, ensuring that data information serving policy decisions is complete, timely and accurate, especially serving the National Assembly in participating in deciding major issues of the country...

Risk management goes hand in hand with creating opportunities for growth

Giving his opinion on the Government's term report, delegate Pham Van Hoa (Dong Thap) commented that the past term took place in the context of complicated and unpredictable developments in the world and the region; in the country, severe epidemic outbreaks, local natural disasters... caused great damage to property and people's lives.

Under the strong direction and management, and consensus of the people and businesses, the Government and the Prime Minister have upheld the spirit of responsibility before the Party and the people, excellently completed their tasks, and achieved and exceeded the targets assigned by the National Assembly.

According to the delegates, the Government and the Prime Minister have directed the management to remove difficulties for businesses and ensure social security at all times and in all places. In the emergency situation, the leaders of the Government, ministries, central and local branches are present to give timely instructions.

"The achievements of the Government in the past term are very impressive and very valuable," delegate Pham Van Hoa emphasized and expressed his hope for the bright future of the country.

Sharing the same view, delegate Nguyen Tam Hung (Ho Chi Minh City) suggested that the Government continue to promote the completion of the multi-objective economic management mechanism, approaching it according to policies, instead of individual laws; strongly implement the policy-controlled testing mechanism to test new economic models before legalizing them; manage risks while creating opportunities for rapid and sustainable development.

Regarding the improvement of institutions and law enforcement organization, delegate Nguyen Tam Hung proposed that the Government further promote decentralization and delegation of power associated with control of power and personal responsibility, clearly stipulate the mandatory deadline for issuing guiding documents, and use implementation results instead of process records as criteria for evaluating officials.

Along with that, the Government has increased priority on resources and superior mechanisms for areas such as artificial intelligence (AI), semiconductors, core technology, green transformation and circular economy, developing regional and national innovation centers, and encouraging private investment in research, development, and exploitation of scientific achievements into real economic value.

The Government continues to further improve the mechanism to protect those who dare to think and act for the common good; build a national communication and policy strategy, considering communication as a mandatory component of the policy-making cycle; and at the same time continue to put people's lives at the center so that each citizen can clearly feel the results of the country's development process.

"Overall, the past term has left valuable marks. Innovative management thinking, drastic actions, comprehensive results, frankly identifying existing problems and proposing solutions from today are important foundations for inheriting achievements, overcoming challenges, creating a new development stage, realizing the aspiration for a strong and prosperous Vietnam, entering a new era, an era of national growth. With the spirit of Party leadership, National Assembly decisions, Government actions, and people's consensus, the country will continue to develop strongly, sustainably and reach new heights in the future," emphasized delegate Nguyen Tam Hung.

Sharing the same view, delegate Ngo Trung Thanh (Dak Lak) suggested urgently reviewing and perfecting the legal system to optimally operate the 2-level local government model, ensuring reasonable decentralization, clear authority, clear responsibility, and effective control mechanisms to maximize the growth potential opened up by this administrative unit reform.

Proposing to build a team of cadres for the new era, delegate Ngo Thanh Trung emphasized: "We have good laws and correct policies, but the decisive factor for success is still people. Therefore, it is necessary to soon complete the law to build a team of cadres who are responsible, courageous, professional, honest, technologically proficient, have innovative thinking and the capacity to create development. Especially, there is room for cadres to be confident, dare to act and boldly act for the common good, for a strong and prosperous Vietnam"./.
