Under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the Hall, listening to the following contents:

( 1) Deputy Prime Minister Nguyen Hoa Binh presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

( 2) Chief Justice of the Supreme People's Court Nguyen Van Quang presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

( 3) Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

( 4) State Auditor General Ngo Van Tuan presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

( 5) Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh presented a report summarizing the content of the examination of the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

After that, the National Assembly discussed in the Hall the Summary Report on the implementation of the Government members, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and the State Auditor General on the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning. At the discussion session, 9 delegates spoke; the majority of delegates basically agreed with the Report of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General, and the Summary Report of the National Assembly's Committee for Petitions and Supervision. In addition, delegates focused on discussing the following specific contents: thrift practice, anti-waste; policies to remove difficulties for production and business, support enterprise development; tax management; credit management; bad debt handling; monetary policy management, inflation control; electricity development; market management; prevention and control of child abuse; implementation of the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2030 period; handling of denunciations and reports of crimes and recommendations for prosecution and temporary suspension of investigations; auditing of urban land planning, management and use; solutions to improve the quality of prosecution; effectiveness and efficiency of audit work and implementation of audit conclusions and recommendations;...

At the end of the discussion, Permanent Deputy Prime Minister Nguyen Hoa Binh spoke to explain and clarify a number of issues raised by National Assembly deputies.

AFTERNOON

Content 1 : Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly held a plenary session in the Hall, listening to Member of the National Assembly Standing Committee Le Tan Toi present a report explaining, accepting and revising the draft Law on State of Emergency. After that, the National Assembly voted to pass the Law on State of Emergency electronically, with the following results: 420 delegates participated in the vote (equal to 88.79% of the total number of National Assembly delegates); of which, 419 delegates approved (equal to 88.58% of the total number of National Assembly delegates), and 01 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).

Content 2: Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session in the Hall, listening to the following contents:

( 1) Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, presented the Submission and Chairman of the National Assembly's Council of Ethnic Minorities Lam Van Man presented the Report on the appraisal of the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas by 2035.

( 2 ) Deputy Prime Minister Bui Thanh Son presented the Report on 03 contents: Investment policy for the Vinh - Thanh Thuy Expressway Construction Investment Project; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

( 3 ) Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Verification Report on 03 contents: Investment policy for the Vinh - Thanh Thuy Expressway Construction Investment Project; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

Morning : The National Assembly discussed in the Hall the following contents: ( 1 ) Reports on the 2021-2026 term of the President and the Government; ( 2) Draft Report on the 15th term of the National Assembly; Reports on the 15th term of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, and the State Audit; ( 3) Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy.

Afternoon : The National Assembly continued to discuss in the Hall the Reports on the term's work; listened to the following contents: ( 1) Submission and Report on the examination of the draft Law on Specialized Courts at the International Financial Center; ( 2) Submission and Report on the examination of the draft Resolution of the National Assembly on the mechanism and policy for national energy development in the period 2026 - 2030. After that, the National Assembly discussed in the Group the draft Law on Specialized Courts at the International Financial Center and the Draft Resolution of the National Assembly on the mechanism and policy for national energy development in the period 2026 - 2030.
