
On December 3, at the Party Central Committee headquarters, General Secretary To Lam received Secretary of the Belarusian Security Council, Mr. Volfovich Aleksandr Grigorievich, who is visiting Vietnam from December 1-4.
Welcoming Mr. Volfovich Aleksandr Grigorievich and the delegation, General Secretary To Lam affirmed that Vietnam always attaches importance to and wishes to continuously promote the traditional friendship and multifaceted cooperation with Belarus.
The General Secretary reiterated his good impression of the substantive and effective talks with President Aleksandr Lukashenko during his visit to Belarus last May, and asked Mr. Volfovich Aleksandr Grigorievich to convey his sincere thanks to the Belarusian President for sending his regards and condolences to the Vietnamese people who suffered losses caused by storms No. 10 and 14.
General Secretary To Lam emphasized that the relationship between the two countries has been tested over time, experienced many ups and downs of history and is based on political trust, which is the foundation for the two sides to continue promoting multifaceted cooperation in the coming time. The task of the two countries' authorities is to actively implement high-level commitments and agreements, enriching the contents of the Strategic Partnership through specific cooperation projects in areas where both sides have potential, strengths and needs such as economy-trade, defense-security, science-technology, education-training, culture, tourism, people-to-people exchange, as well as new areas such as artificial intelligence (AI), block chain, cyber security... for the benefit of the two peoples, contributing to peace , cooperation and development in the region and the world.
Regarding cooperation in the field of security, General Secretary To Lam welcomed the efforts of the two countries' authorities in promoting cooperation in this important field, in accordance with the agreements between the two sides, in accordance with each country's laws and international law, effectively dealing with traditional and non-traditional security risks and making practical contributions to the development of each country.
Regarding bilateral relations in other fields, General Secretary To Lam was pleased with the good results of cooperation in recent times, including the opening of a direct flight route from Minsk to Phu Quoc on October 12, 2025, and a sharp increase in trade turnover in the first nine months of the year compared to the same period in 2024.
The two sides cannot be satisfied with a turnover of hundreds of millions of USD but need to continue to take advantage of potentials and space, constantly promote promotional activities, introduce products and import and export so that people of the two countries know and use each other's famous products, thereby further increasing bilateral trade turnover.
General Secretary To Lam highly appreciated the delegation exchanges between the two countries at all levels and channels in recent times, demonstrating the trust and close cooperation between the two countries. After the General Secretary's visit to Belarus, the Chairman of the House of Deputies (Lower House) of the National Assembly of Belarus attended the ceremony to celebrate the 80th anniversary of the August Revolution and National Day on September 2, and the Minister of Internal Affairs of Belarus attended the opening ceremony to sign the Hanoi Convention at the end of October.
The Secretary of the Belarusian Security Council conveyed to General Secretary To Lam the greetings and sincere regards of President Aleksandr Lukashenko, reported to the General Secretary on the results of the talks with the Minister of Public Security and the exchanges and contacts with other agencies and organizations, and expressed gratitude for the warm and respectful reception of the Vietnamese side for the working delegation.
The Secretary of the Belarusian Security Council congratulated Vietnam, under the leadership of the Communist Party of Vietnam headed by General Secretary To Lam, on its many achievements in national construction and development, enhancing Vietnam's position in the international arena; affirmed that the heroic, patriotic, industrious and creative Vietnamese people will continue to overcome all difficulties and challenges, successfully completing the set development goals, making Vietnam a rich and powerful country in the region and the world.
The Secretary of the Belarusian Security Council thanked General Secretary To Lam for his constant attention, guidance and specific contributions to the bilateral relationship; saying that the establishment of the Strategic Partnership within the framework of the General Secretary's visit to Belarus marks an important development step in bilateral relations, creating momentum and leverage for the two sides to further strengthen cooperation in all fields.
The Secretary of the Belarusian Security Council affirmed that Belarus considers Vietnam one of its important and reliable partners in the Asia-Pacific and Southeast Asia regions, and agreed to promote cooperation areas in which both sides have potential and strengths as pointed out by General Secretary To Lam.
He affirmed that the Belarusian Security Council will actively contribute to implementing agreements between the two countries' high-ranking leaders, helping to deepen the Vietnam-Belarus strategic partnership and bring about practical results.
On this occasion, General Secretary To Lam asked the Secretary of the Belarusian Security Council to convey greetings and regards to President Aleksandr Lukashenko and other leaders of Belarus, inviting the President to visit Vietnam at a suitable time.
