Construction and management of barracks to meet training requirements and combat readiness

Major General Ha Nhu Loi presented a certificate of merit from the Minister of National Defense to the Barracks Department for its outstanding achievements in performing its tasks in 2025.

In 2025, the entire military barracks sector will continue to thoroughly implement and complete key tasks, strictly implement the policies of the Ministry of National Defense and the General Department of Logistics and Technology; manage and grasp the situation of units, continue to innovate methods of assurance, promptly remove difficulties and obstacles for agencies and units, ensure combat readiness tasks, regularly and suddenly, and have completed the assigned targets and tasks according to the plan.

Perform well the function of advising the Central Military Commission Standing Committee and the Ministry of National Defense on the work of the entire army's barracks; regularly monitor and grasp the situation; maintain order, regimes, and regulations on combat readiness; direct and ensure all aspects of barracks for training and combat readiness tasks, regularly and suddenly; focus on units performing the task of protecting sovereignty over seas, islands, borders, and key areas.

Actively research and innovate methods for ensuring barracks' material resources; strengthen management and supervision, improve the quality of planning and construction of barracks; research and promulgate sample designs for various types of barracks, barracks, and living equipment, creating a basis for investment in construction, production, and unified use throughout the army.

At the same time, propose investment policies to build projects that are close to the unit's reality, contributing to improving the lives and activities of soldiers... Promote administrative reform, digital transformation of barracks according to plan...

Regarding internal work, the Party Committee, the Department's commanders and the Party committees and commanders of the Party cells have effectively led and directed the implementation of the work of grasping, managing, resolving, and orienting the ideology of cadres, employees, and soldiers, ensuring that the political and ideological situation is always stable.

Building a strong and comprehensive unit "Exemplary model"; training and fighting in 2025 according to the set schedule, ensuring quality. Internal solidarity and unity; officers and soldiers strictly comply with State laws and military discipline, ready to receive and complete all assigned tasks. In particular, the Department successfully organized the 70th Anniversary of the Barracks Department's Traditional Day and received the First Class Fatherland Protection Medal, ensuring solemnity and meaning.

Speaking at the conference, Major General Ha Nhu Loi, Deputy Director of the General Department of Logistics and Engineering, commended the achievements of the Barracks Department in 2025, and noted a number of key tasks in the coming time, specifically: Continuing to thoroughly grasp the Party's political and military guidelines; continuing to effectively implement the Resolution of the 12th Army Party Congress, Resolutions of Party Committees at all levels, Command of logistics and technical work, Resolution No. 1658 of the Central Military Commission, to develop plans and comprehensively implement tasks.

Perform well the function of advising on construction works, ensuring and managing barracks to meet the requirements of training, combat readiness, and living of soldiers. Proactively develop plans to ensure barracks prevent and combat natural disasters, respond to storms, floods, droughts, saltwater intrusion, etc.

Guide units to develop plans to prepare forces, vehicles, and barracks to be ready to respond, support, and mobilize in emergency situations in all directions and areas, and be ready to help people in affected areas according to the direction of the Ministry. Strictly implement the regulations of the State and the Ministry of National Defense on investment and construction.

The Deputy Chairman emphasized the need to urgently complete the rearrangement and handling of public assets such as defense houses and land according to Decree No. 03/2025/ND-CP of the Government for provinces with difficulties and problems that cannot be completed in 2025. Actively direct and guide units to implement housing development projects according to the Project "Developing housing for families of armed forces in the Army"; the plan to develop public housing in the Ministry of National Defense for the period 2026-2030...

Continue to promote the industry's emulation movement in conjunction with the emulation movement "The Army logistics industry follows Uncle Ho's teachings" and the emulation movement to win. Regularly carry out political education, propaganda, and education on discipline compliance, preventing violations of State laws and Army discipline; pay attention to the material and spiritual life of officers, employees, and soldiers; do a good job of grasping and resolving thoughts, and prevent internal disunity.

In his concluding remarks at the conference, Major General Nguyen Quang Binh, Director of the Barracks Department, requested agencies and units to absorb the guidance of the Deputy Director, and at the same time continue to maintain, manage, and strictly inspect the amount of reserve materials ready for combat; organize the purchase of sufficient reserve materials for unexpected missions according to the Ministry's regulations; ensure all aspects of the barracks are fully and promptly available for unexpected missions, drills, training, especially welcoming new soldiers...

The Head of the Barracks Department awarded collectives and individuals with outstanding achievements in the Emulation Movement for Victory.

Continue to strictly maintain the industry's working regime; promote the effective implementation of emulation movements, organize the contest "Regular, green, clean, beautiful barracks" at the Ministry of National Defense level. Complete and develop the barracks database, expand the scope of software functions to ensure synchronization, seamless connection, unity, safety, serving the management, command, and operation of barracks at all levels.
