
On December 3, the Prime Minister issued Document No. 1551/TTg-NN on reporting the progress and results of the implementation of the 'Quang Trung Campaign' to build and repair houses for people after storms and floods.
Following the Official Dispatch No. 234/CD-TTg dated November 30, 2025 on launching and implementing the 'Quang Trung Campaign' to rapidly rebuild and repair houses for families whose houses were damaged by recent natural disasters in the Central provinces, to ensure the progress of construction and repair of houses for people affected by natural disasters, storms and floods, helping people have stable housing, enjoy the New Year 2026 and the Lunar New Year of Binh Ngo, the Prime Minister requested:
Build a specific plan and update progress weekly
The Chairmen of the People's Committees of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, and Lam Dong, based on the direction of the Prime Minister in Official Dispatch No. 234/CD-TTg dated November 30, 2025, shall develop and approve a specific plan to implement the 'Quang Trung Campaign', and report to the Prime Minister before December 5, 2025, clearly identifying the number of houses to be newly built, progress, and expected completion plan; the number of houses to be repaired, progress, and expected completion plan; and assigning responsibilities for direction, inspection, and supervision to each comrade in the Standing Committee and Standing Committee of the Provincial People's Committee.
The Chairman of the People's Committee of each province or city shall assign a competent authority to be responsible for monitoring, synthesizing, and daily updating the results and progress of the implementation of the Plan; promptly advising the Chairman of the Provincial People's Committee to direct the immediate removal of difficulties and obstacles (if any) and reporting to the Prime Minister on the progress and results of the implementation of the 'Campaign' before 3:00 p.m. every Friday (and sending to the Ministry of Agriculture and Environment, the Ministry of Construction, and the Government Office to synthesize and report to competent authorities).
The report must clearly state the number of new houses to be built, including the number of houses to be newly built; the number of houses that have started construction; what percentage compared to the plan; the number of houses that have been completed; what percentage; the number of houses that have started construction but not completed; what percentage; the number of houses that have not started construction; what percentage.
Regarding houses that need to be repaired, including the number of houses that need to be repaired; the number of houses that have been repaired; what percentage compared to the plan; the number of houses that are being repaired; what percentage compared to the plan; the number of houses that have not been repaired; what percentage.
The report should also clearly state the plan for the following week. This includes the number of houses expected to start construction; the number of houses expected to be completed; the number of houses expected to undergo repairs; and the number of houses expected to be completed.
The Prime Minister also requested the Ministry of Agriculture and Environment to promptly coordinate and guide localities in handling land-related problems (if any); summarize the progress and implementation results of localities, report to the Prime Minister before 5:00 p.m. every Friday (and send to the Government Office, Vietnam Television, Voice of Vietnam, Vietnam News Agency); promptly report and propose to the Prime Minister to direct the handling of issues beyond its authority.

No shortage of construction materials and supplies
The Prime Minister requested the Ministry of Construction to proactively coordinate closely with localities and relevant agencies and units to promptly direct regulation and ensure supply, to prevent shortages of construction materials and supplies, and to prevent the taking advantage of natural disasters to hoard goods and force down prices, affecting the progress, quality, and cost of construction and housing repair for the people.
The Prime Minister assigned the Government Inspectorate to monitor, inspect and examine the implementation of the 'Campaign' in localities, ensuring the correct scope and target, avoiding loss, waste, corruption and negativity; and report to the Prime Minister at 3:00 p.m. every Friday through the Ministry of Agriculture and Environment and the Government Office for synthesis.
In addition, Vietnam Television, Voice of Vietnam, Vietnam News Agency, the Government Electronic Information Portal and mass media agencies regularly update and publicize information on the progress and results of the implementation of the 'Quang Trung Campaign' to rapidly rebuild and repair houses for families whose houses were damaged by natural disasters in localities.
The Government Office monitors and urges according to assigned functions and tasks, synthesizes and reports to competent authorities according to regulations.
