Hai Phong City strives to have the rate of people participating in health insurance reach over 95.5% by 2026 and achieve the goal of universal coverage by 2030.

The Standing Committee of the Hai Phong City Party Committee issued Plan No. 20-KH/TU dated December 3, 2025 on implementing Directive No. 52-CT/TW dated October 3, 2025 of the Secretariat on implementing universal health insurance in the new period in the city.

The Standing Committee of the City Party Committee requested to ensure the synchronous implementation of solutions to make Hai Phong City one of the leading localities in the country in terms of the rate of people participating in health insurance. Strive to have the rate of people participating in health insurance reach over 95.5% by 2026 and achieve the goal of universal health insurance coverage by 2030.

To achieve the above goal, the Standing Committee of the City Party Committee requires strengthening leadership, direction, and effective implementation of policies, laws, programs, and plans on health insurance; advising on amending, supplementing, and perfecting the system of policies and laws on health insurance to meet the goal of universal health insurance coverage.

Innovate the content, form, and method of information, propaganda, dissemination, and implementation of the Party's guidelines and the State's policies and laws on health insurance. Effectively implement projects, programs, and plans on health and health insurance.

Innovate service style and attitude, improve medical ethics of medical staff , aiming at patient satisfaction. Strengthen capacity of state management agencies and agencies, organizations implementing health insurance in the area.

Implement well the mechanism of coordination of inspection, examination, and inter-sectoral supervision, strictly handle violations and health insurance fraud. Complete infrastructure, promote administrative reform, and comprehensively digitalize health insurance work.

Party committees, party organizations, authorities, the Fatherland Front and socio-political organizations organize the implementation of Directive No. 52 in conjunction with the deployment of resolutions, directives and action programs of the Central Committee, the Politburo and the City Party Committee on the work of caring for, protecting and improving people's health.

Proactively review the directive documents and policy mechanisms of the Central and City Government related to health insurance, propose amendments, supplements and improvements to inappropriate regulations, creating a synchronous legal basis for the management and implementation of health insurance.

Develop and perfect the city's specific policies to support people participating in health insurance; prioritize vulnerable groups such as near-poor households, people living in island areas, coastal areas, and people in difficult circumstances in urban areas.

Increase the rate, payment level, and expenditure for disease prevention, diagnosis, and early treatment of a number of diseases and priority subjects in accordance with the roadmap for increasing health insurance premiums and the balancing capacity of the health insurance fund in accordance with regulations...
