Skillful mass mobilization to build a model new countryside

Finishing on schedule, the appearance of the new rural model has changed strongly, becoming more modern, civilized and rich in identity... This result was achieved thanks to the communes of Hai Phong doing a good job of mass mobilization and promoting the role of the people as the main subject in building the new rural area.

Focus on propaganda and mobilization

After 15 years of building new rural areas and model new rural areas, the city after the merger has 100% of communes (equivalent to 67/67 communes) basically completing new rural criteria, 33% of communes (equivalent to 22/67 communes) basically completing advanced new rural criteria; 6% (equivalent to 4/67 communes) basically completing model new rural criteria.

To achieve that result, all communes and villages have a policy of exemplary party members taking the lead in donating land, dismantling works... to build model new rural works.

In Tram Khe village (Quyet Thang commune), Head of the Front Work Committee Hoang Van Vien said: The village has more than 1.1 km of alley roads built many years ago, so they are now degraded. At the end of 2024, when the city supported cement, the village met to discuss rebuilding these roads to facilitate people's travel and renew the appearance of the homeland. One of the important things that contributed significantly to the overall success was that party members in the village set an example by donating land and dismantling roadside structures. The actions of the party members encouraged people in the village to proactively learn and follow suit. In particular, according to the original design, the city only supported concrete to make a 3.5 m wide road, but people in the village agreed to contribute additional funds to widen the road to 4 m. By mid-2025, the alleys were completed and wider, and everyone was excited.

In many localities, Party committees assign Party members, association and union officials to be in charge of each road section, and mobilize groups of households to join hands in building a model new rural area. There are households living on the road, in convenient locations, with valuable land, so they are hesitant to donate land for road construction and dismantle construction works. Commune and village officials carry out mobilization according to the motto "slow and steady wins the race" in many ways such as going to homes, in meetings and communal activities.

Secretary of Hoa Giang village Party cell, An Truong commune, Nguyen Van Nha, said that the road through Thuy Giang village will be deployed to build a model new rural area from the beginning of 2024. To build the road, 28 households need to be mobilized to donate land and dismantle the construction. Initially, 20 households agreed, while 8 households did not agree. The village Party cell established a group and persistently mobilized, thereby convincing the remaining 8 households to agree. Thanks to that, up to now, the construction unit of the drainage ditch and preparation for the roadbed construction has ensured progress.

Or there are cases where local authorities and mass organizations have to take advantage of the trust and influence of family members, relatives, and clans to mobilize... Thanks to that perseverance and persistence, many people have understood that building a model new rural area is a common task, and they themselves also benefit from those achievements, so they have proactively participated. Some people, after understanding clearly, have become active and enthusiastic propagandists in their hamlets and villages.

Flexible implementation

Identifying skillful mass mobilization as the "key" to success for localities to overcome difficulties and remove obstacles to reach the NTM finish line, every year, the Propaganda and Mass Mobilization Department of the City Party Committee guides units and localities to carry out the skillful mass mobilization emulation movement. Every year, each commune that builds a model NTM registers to implement at least 3 skillful mass mobilization models. Among them is the skillful mass mobilization model of mobilizing people to voluntarily donate land and dismantle constructions to expand traffic routes. Newly completed traffic routes have a model of mobilizing people to install lighting, plant, care for, and protect trees and flowers; and build bright - green - clean - beautiful roads.

Or in the field of environmental protection, communes all focus on models of mobilizing people to classify, collect, transport, treat waste, garbage, improve and restore the environment... Many localities build and deploy mass mobilization models in economic development such as mobilizing people to apply modern technology in agricultural cultivation, monitoring livestock and crop cultivation; mobilizing businesses and people to develop the economy, create more new jobs, increase income, and improve the lives of people in rural areas.

In the process of implementing skillful mass mobilization models, many commune Party Committees have determined that building new rural areas and new rural models is a long process of many years, through each stage. Therefore, leadership and direction are always close and appropriate to actual conditions. With many difficulties and obstacles, especially in site clearance for new rural projects, local Party Committees and authorities are always proactive in holding meetings with people, publicly and transparently providing information, promptly grasping people's thoughts and aspirations to create high consensus.

After implementing the 2-level local government, many leaders of Party committees and authorities immediately "rolled up their sleeves" to responsibly direct the construction of new rural areas, regardless of time. Deputy Secretary of the Party Committee and Chairman of the People's Committee of Vinh Thinh Commune, Pham Ngoc Quynh, said that sometimes at night, local leaders are still at the grassroots level, together with local officials and mass organizations, going to each household in the area that needs land clearance to mobilize, persuade, as well as promptly answer the contents that people still have suggestions and concerns about. Because if the mass mobilization work is done well and the people agree, the difficulties in building a model new rural area will be solved.
