According to the National Center for Hydro-Meteorological Forecasting, on December 4, cold air moved down and clearly affected the Northeast region and some places in the North Central region, causing scattered rain and light rain and reducing temperatures by 1-3 degrees Celsius.

At sea, strong winds cause increasingly rough seas. In the Gulf of Tonkin, strong northeast winds of level 5, sometimes level 6, gusts of level 7, waves 1.5-3 m high, rough seas. The northern East Sea area, including the Hoang Sa sea area, has strong winds of level 6-7, gusts of level 8-9, waves 4-6 m high, rough seas. The sea area from South Quang Tri to Quang Ngai and the northern part of the central East Sea has winds gradually increasing to level 6, gusts of level 7-8, waves 2-5 m high.

The strengthening cold air combined with the weakened low-pressure circulation from storm No. 15 and high-altitude easterly wind disturbances have caused widespread heavy rain in the Central region and Central Highlands.

On the morning of December 4, in the areas of Hue City, Da Nang City, the East of Quang Ngai to Dak Lak, Khanh Hoa and Lam Dong, there will be moderate rain, heavy rain, and in some places very heavy rain with thunderstorms.

It is forecasted that from morning to night of December 4, the area from South Quang Tri to Da Nang City and East Quang Ngai will have moderate to heavy rain; rainfall will generally be 40-90 mm, locally over 150 mm. The eastern provinces of Gia Lai, Dak Lak, Khanh Hoa and Lam Dong will have rainfall of 30-60 mm, in some places over 120 mm. From the night of December 4, heavy rain will begin to decrease.

In the Central Highlands and the South, on December 4th, there will continue to be scattered showers and thunderstorms, with rainfall of 10-30 mm, locally over 60 mm. From December 5th, heavy rain in the Central Central region will gradually decrease, and the weather will tend to be more stable.
