Nearly 66% of surplus housing and land has been processed.

The above information was given at the conference on handling headquarters and public assets after restructuring the apparatus and administrative units, organized by the Ministry of Finance on December 4.

According to the Director of the Department of Public Asset Management ( Ministry of Finance ) Nguyen Tan Thinh, in November 2025, localities handled 2,352 surplus houses and land. As of December 1, 2025, the total number of surplus houses and land handled was 17,496, accounting for 65.89%.

Of these, 798 facilities have been allocated for medical purposes; 4,002 facilities have been allocated for educational purposes; 1,314 facilities have been allocated for cultural and sports purposes; and 7,952 facilities have been allocated as offices and facilities for career activities. The number of surplus houses and lands that need to be further processed is 9,056 facilities.

Regarding machinery and equipment, 100% of commune-level administrative units reported that they were fully equipped with machinery and equipment for work.

According to reports from localities, some localities have completed the arrangement, placement, and processing of step 1 of headquarters, housing, and land after the administrative unit arrangement, such as Nghe An and Vinh Long provinces. However, there are still localities with a large number of surplus housing and land that need to be processed.

A representative of Hanoi city said that the city has approved many solutions, such as transferring headquarters, converting functions to serve cultural, sports and public purposes; handing over to central agencies; transferring to public service units for management or reclaiming to hand over to the natural resources and environment agency for handling according to regulations. Hanoi has also basically completed equipping vehicles and machinery for new administrative units after the arrangement.

Deputy Minister of Finance Do Thanh Trung requested localities to closely coordinate with the Department of State Asset Management, promptly remove difficulties and obstacles that arise, and ensure early completion of the arrangement, placement, and handling of headquarters and real estate after the administrative unit arrangement. From December 2025, the Ministry of Finance will publicize the progress of handling redundant headquarters as requested by the Prime Minister.
