Nearly 66% of surplus housing and land properties have been dealt with.

This information was released at a conference on handling public offices and assets after the reorganization of administrative units, organized by the Ministry of Finance on December 4th.

According to Nguyen Tan Thinh, Director of the Department of Public Assets Management ( Ministry of Finance ), in November 2025, localities had processed 2,352 surplus land and buildings. As of December 1, 2025, the total number of surplus land and buildings that had been processed was 17,496, accounting for 65.89%.

Of these, 798 facilities have been allocated for healthcare purposes; 4,002 for education purposes; 1,314 for cultural and sports purposes; and 7,952 for office buildings and operational facilities. There are 9,056 surplus properties that still need to be processed.

Regarding the provision of machinery and equipment, 100% of commune-level administrative units reported that they have been fully equipped with machinery and equipment to support their work.

According to reports from localities, some localities have completed the first phase of arranging, allocating, and handling offices, buildings, and land after the administrative unit reorganization, such as Nghe An and Vinh Long provinces. However, some localities still have a large number of surplus buildings and land that need to be processed.

Representatives from Hanoi city stated that the city has approved several handling options, such as relocating headquarters, converting functions for cultural, sports, and public purposes; handing over to central government agencies; transferring to public service units for management; or reclaiming the land to be handed over to the Department of Natural Resources and Environment for processing according to regulations. Hanoi has also basically completed equipping the newly reorganized administrative units with necessary vehicles and machinery.

Deputy Minister of Finance Do Thanh Trung requested that localities closely coordinate with the Department of Public Assets Management to promptly resolve any difficulties and obstacles that arise, ensuring the early completion of the arrangement, allocation, and handling of offices and land after the reorganization of administrative units. From December 2025, the Ministry of Finance will publicly disclose the progress of handling surplus offices as required by the Prime Minister.
