Removing difficulties and speeding up resettlement progress of the North-South High-Speed ​​Railway Project

The North-South high-speed railway route passing through Nghe An is more than 85km long, expected to directly affect about 2,150 households, of which 1,942 households will have to be resettled. Currently, localities are making efforts to implement resettlement and site clearance steps.

Many resettlement areas can start construction soon

As the gateway to Nghe An , Hoang Mai ward plans to have the North-South high-speed railway line run 8.98 km through the ward, directly affecting the residential land of 243 households.

The local government has proactively taken action, organized to collect people's opinions, conducted field surveys and selected suitable resettlement options. The two resettlement areas planned by the ward include: Dong Bau area (former Quynh Vinh commune) with an area of ​​8 hectares, expected to accommodate 176 households; and Muoi Tan field area (former Quynh Trang commune), an area of ​​5 hectares, expected to accommodate 62 households.

Mr. Vu Xuan Luong - Head of the Economic Department of Hoang Mai Ward, said that the locality strives to organize the construction of 2 resettlement areas in January 2026. Mr. Luong also said that the investor needs to soon approve the feasibility study report, organize the marking of handover to the locality so that the locality has a basis to accurately determine the specific number of households that must be relocated to the resettlement areas.

In Quynh Luu commune, where about 2km of high-speed railway passes through, the project is expected to affect 72 households with 81 plots of land, with a total recovered area of ​​about 38,000m². In addition, there are 114 plots of agricultural land with more than 69,000m² and some areas of cemetery land and village cultural house.

According to Mr. Hoang Quoc Hoan - Vice Chairman of Quynh Luu Commune People's Committee, in the coming time, the Commune People's Committee will focus on completing key steps to speed up the progress of resettlement area implementation to serve site clearance for the project. First of all, the commune will organize the announcement of land recovery and conduct inventory when the measurement file is approved by the Department of Agriculture and Environment, ensuring that the recovery and compensation process takes place in accordance with regulations, transparently and with the consensus of the people.

At the same time, the Commune People's Committee will urgently complete the dossier, carry out all procedures to submit to the Department of Construction and the Department of Industry and Trade for appraisal of the feasibility study report on the resettlement area infrastructure construction project. The removal of obstacles for the two plots of land with the origin of land exchange for the hamlet cultural house will also be coordinated and handled appropriately. The above tasks aim to ensure the project is implemented on schedule, creating a clean site for construction and meeting the housing needs of people in the project's affected area.

In the old Nghi Loc district, Than Linh commune is the locality where the project affects 96 households. Through research, it is shown that the people agree with the State's policy on implementing the high-speed railway project. Therefore, when the locality plans the resettlement area, it is accepted by the people.

Mr. Le Xuan Loc - Vice Chairman of Than Linh Commune People's Committee said that the locality has planned a resettlement area for Nghi Dong 6 hamlet in the field next to the North - South highway, which has been agreed by the people. The commune will soon count and clear the resettlement area; for the resettlement area of ​​Nghi Phuong hamlet 4, the locality will study a suitable location.

In Nghi Loc commune, the locality has the North-South High-Speed ​​Railway Project passing through the area with a length of 2.31km, affecting 20.59 hectares of land and 44 households in 4 hamlets of Nam Ky La, Bac Ky La, Dong Van and Tay Van.

However, according to Mr. Nguyen Ba Diep - Chairman of Nghi Loc Commune People's Committee, the commune has collected opinions and submitted to the Department of Construction a plan to survey the resettlement area of ​​4.95 hectares in Dong Van hamlet. The consulting unit is completing the detailed planning documents at a scale of 1/500 according to the appraisal requirements. People in the area of ​​land clearance have agreed with the resettlement plan.

Tan Chau commune has a high-speed railway line of 5.98 km long, affecting 308 households. The locality plans to arrange 2 resettlement areas with a total area of ​​about 3 hectares in Hamlet 6 Dien Phu and Hamlet Song Tien Dien Loc, with a total investment of nearly 35 billion VND.

Mr. Phan Van Hung - Chairman of the Commune People's Committee said that recently, the locality has focused on planning and implementing steps for 2 resettlement areas. Therefore, if funding is allocated, the commune can start construction of the resettlement area in Dien Phu in 2025.

Determined to speed up progress

To serve the construction of the railway, Nghe An is expected to have to clear about 519.2 hectares of land, build 41 resettlement areas with an area of ​​102.69 hectares, with a total cost of nearly 1,450 billion VND.

Of the 18 communes and wards through which the project passes, 16 localities must build resettlement areas, including: Hoang Mai, Quynh Van, Quynh Son, Quynh Luu, Hung Chau, Duc Chau, Quang Chau, Minh Chau, Dien Chau, An Chau, Tan Chau, Dong Thanh, Than Linh, Nghi Loc, Yen Trung, Hung Nguyen, Hung Nguyen Nam and Lam Thanh.

Up to now, all 16/16 communes and wards have been approved in principle for surveying and selecting resettlement locations. Planning work is being accelerated: 6 localities have approved detailed planning (Hoang Mai, Quynh Luu, An Chau, Tan Chau, Hung Nguyen Nam and Hung Nguyen); 3 localities are editing according to the opinions of departments and branches (Quynh Van, Dien Chau and Nghi Loc); 2 communes are publicly collecting people's opinions (Duc Chau, Lam Thanh) and the remaining 5 communes are consulting and completing planning documents (Quynh Son, Hung Chau, Minh Chau, Than Linh and Yen Trung).

Some localities have proactively implemented the initial steps of site clearance for resettlement areas. For example, in Hoang Mai ward and Tan Chau commune, the authorities have organized meetings with the people, measured the current status, reviewed the origin of the land, and drafted a compensation plan. Notably, in Hoang Mai ward, 5 households have voluntarily lent their land to serve the leveling and creation of resettlement land fund, demonstrating the remarkable consensus of the people for the major national project.

Although some positive results have been achieved, the overall progress of site clearance is still slower than required. According to the report of the Department of Construction, many major obstacles are hindering the implementation process.

The biggest difficulty is that the Railway Project Management Board - Ministry of Construction has not yet completed the site clearance marking in the field. This makes it impossible for localities to accurately determine the number of affected households and to inventory assets to develop a compensation plan.

To resolve the problem, the Department of Construction recommends that the Railway Project Management Board (the Investor) promptly coordinate with the locality to inspect, review, and research optimal solutions to resolve local recommendations; speed up the approval of the feasibility study report, set up landmarks for site clearance and handover to the locality to serve as a basis for accurately determining the specific number of affected households, the number of households that must be resettled, and other works that need to be relocated./.
