- On December 5, comrade Dinh Huu Hoc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a meeting to review the progress of the projects: Nam Hoang Dong I Urban Area, Lang Son City (old); Adjustment and expansion of Nam Hoang Dong I Urban Area, Lang Son City (old); N20 Residential Area, Cao Loc Town, Cao Loc District (old) and Mai Pha New Urban Area Project.
Attending the meeting were leaders of a number of departments and branches; leaders of the People's Committees of a number of wards; representatives of project investors.

According to the report at the meeting, the Nam Hoang Dong I Urban Area Project (Tam Thanh Ward) has a total investment of more than 611.2 billion VND. The total number of households that have handed over the land is 310 households with an area of 37.13 hectares. Regarding resettlement, the investor has completed the infrastructure and handed over 140 resettlement plots with an area of more than 1.3 hectares.
For the Project to Adjust and Expand the Nam Hoang Dong I Urban Area, the total area is over 25.7 hectares, with a total investment of 754.5 billion VND. Up to now, 100% of the project area has been completed for site clearance and 215 resettlement plots have been handed over, with an area of over 2.08 hectares.

For the N20 Residential Area Construction Investment Project, Cao Loc Town, the old Cao Loc District (currently Ky Lua Ward), the total area is over 15.8 hectares, with a total investment capital of over 668.7 billion VND. Up to now, 13.26 hectares have been counted and 9.55 hectares have been paid and handed over to the investor. Regarding the basic construction progress, 9.55 hectares have been leveled; the Provincial People's Committee has allocated 32 plots of land, with an area of over 2.6 hectares.

For the Mai Pha New Urban Area Project (Dong Kinh Ward), the total investment is over 3,380 billion VND, the recovered area is 91.73 hectares. Regarding the site clearance work, the People's Committee of Lang Son City (old) has issued a decision to recover over 13.3 hectares and has paid compensation and support to 69 households with an amount of over 17.3 billion VND.

At the meeting, delegates and investors focused on discussing difficulties related to each specific project regarding: site clearance work; investors facing difficulties due to construction delays, issuance of specific land prices; compensation and support work; resettlement arrangements; legal basis for restarting and adjusting procedures to ensure suitability at the Mai Pha New Urban Area Project... At the same time, delegates clarified the causes, proposed and recommended solutions and roadmaps to promote the implementation of each specific project.

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee concluded each specific content: For the Nam Hoang Dong I Urban Area project and the Nam Hoang Dong I Urban Area Adjustment and Expansion Project, Lang Son City (old), he requested Tam Thanh Ward to preside over and coordinate with the Provincial Land Fund Development Center and investors to develop a detailed plan for land acquisition, in which priority is given to organizing enforcement and recovering adjacent areas to facilitate investors' construction; urgently relocate 25 graves, complete land acquisition in the second quarter of 2026; the Department of Agriculture and Environment urgently submits to the Provincial People's Committee a specific land price list, no later than December 8.
Regarding the N20 Residential Area Construction Investment Project, Cao Loc Town, Cao Loc District (old), he directed the Department of Construction to clarify the legal basis for construction, on that basis, the Department of Finance to accept and complete the appraisal report; assigned the Department of Finance to coordinate with the investor to review the total investment of the project; relevant departments and branches to review all contents, report no later than December 13 for the Provincial People's Committee to approve the adjusted investment policy on December 15 if qualified.
Regarding the land acquisition and clearance work, he requested that Ky Lua ward preside over and coordinate with the Provincial Land Fund Development Center and investors to develop a detailed plan with clear people and work, and complete the land acquisition and clearance in the second quarter of 2026.
Regarding the Mai Pha New Urban Area Project, he requested: The Department of Construction to fully absorb opinions, complete the legal report and site clearance documents to send to the Provincial People's Committee before December 9; request the investor to proactively coordinate with relevant units to perform tasks under their responsibility; assign Dong Kinh ward to preside over and coordinate with the Provincial Land Fund Development Center and the investor to develop a detailed plan to send to the Provincial People's Committee no later than December 10, and complete the first phase of site clearance of the project in the third quarter of 2026.
He emphasized that the responsibility for site clearance for projects belongs to local Party committees and authorities; requested the People's Committees of wards and related units to actively coordinate and make efforts to ensure the completion of tasks according to the set schedule.
