- On the morning of December 5, the Steering Committee for the implementation of the Project to invest in the construction of inter-level primary and secondary boarding schools in the province's border communes - Phase 1 was Comrade Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee , Head of the Steering Committee Head of the inspection team inspecting the project progress in Kien Moc and Khuat Xa communes .
The delegation included representatives of departments and branches who are members of the Steering Committee; leaders of the People's Committees of Kien Moc and Khuat Xa communes; the Provincial Land Fund Development Center, investors and construction contractors.

During the program, the delegation inspected the construction site and listened to quick reports from the investor and local authorities on construction progress, planning, site clearance and difficulties during implementation.

According to the report of the Department of Education and Training (investor), the survey, design and master plan of both projects are being urgently implemented, following a shortened process to meet the required progress. For Khuat Xa Primary and Secondary Boarding School, the planning area is 4.75 hectares; the consulting unit is simultaneously conducting geological surveys, architectural designs, and technical infrastructure to complete the appraisal dossier.

For Kien Moc Primary and Secondary Boarding School, the project is located in Ban Moi village with a planned area of nearly 7 hectares; 100% of households whose properties are affected have received compensation and handed over the site to serve the initial construction. Bomb and mine clearance work has been completed, ensuring construction safety.
Both communes have identified this as a project of special importance to the development of education in the border area. Khuat Xa commune has developed a school project with a scale of 36 classes, 1,091 students; Kien Moc commune plans to mobilize 30 boarding classes, reaching about 67.7% of high school students in the area.
However, the implementation still faces difficulties such as inappropriate land use planning in some locations that must be continuously updated; steep hilly terrain leading to high landfill costs; dumping site locations have not been uniformly planned; completing technical documents and submitting for appraisal must be done in a timely manner to meet the construction schedule.

During the inspection, the working group members discussed and requested relevant units to proactively coordinate to resolve each issue, ensuring the project is implemented on schedule and in compliance with current regulations.

In his concluding remarks, Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, requested: Relevant units to concentrate to speed up the implementation progress. He agreed with the overall plan of the site proposed by the investor; assigned the consulting unit to continue reviewing, handling the elevation and leveling the terrain, creating a wide and safe usable space in front of the school buildings and the administrative building according to the standards of boarding buildings.
He requested the People's Committee of Kien Moc commune to continue to speed up site clearance, complete payment documents, proactively do a good job of propaganda to create consensus among the people; urgently approve the project to establish the school within the assigned deadline.
The comrade assigned the construction unit to mobilize human resources to coordinate and support people in harvesting trees and crops during construction and immediately deploy qualified items on the area that has been handed over with clean land. The investor must develop a detailed progress plan for each time point to organize implementation, ensuring completion on schedule.
For the project in Khuat Xa commune, the Vice Chairman of the Provincial People's Committee requested the investor and the consulting unit to urgently complete the project appraisal and approval documents, based on the results of the geological survey and the overall design being implemented. The contents of architectural design, structure, power supply, water supply and drainage and room fire fighting must be carried out in accordance with regulations, ensuring adequate conditions for construction organization.
He emphasized that due to the project being behind schedule, no later than December 10, the construction drawing design documents must be submitted for appraisal and approval; no later than December 11, the construction unit must mobilize sufficient human resources, machinery and equipment to carry out actual construction at the construction site, ensuring progress according to the set plan. Relevant departments and branches continue to closely coordinate with the investor to promptly resolve any problems arising during the implementation process.
