Provincial leaders inspect the implementation of the Dong Dang (Lang Son)

- On December 5, comrade Dinh Huu Hoc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee inspected the actual implementation of construction and site clearance of the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) expressway project. Also inspecting the project on the side of the Cao Bang Provincial People's Committee were comrade Hoang Van Thach, Vice Chairman of the Provincial People's Committee, representatives of departments, branches of the two provinces and the project enterprise.

Leaders of Lang Son and Cao Bang provinces and the working delegation inspected the field at the project in That Khe commune.

According to the report, as of early December 2025, the project's construction progress is being accelerated by contractors to install items according to the design.

Specifically, contractors have organized more than 200 construction teams, mobilized nearly 1,500 pieces of equipment, vehicles, machines and nearly 3,500 personnel to organize construction across the entire site.

As of December 2, 2025, contractors have completed nearly VND 5.8 trillion of construction and installation, equivalent to 51% of the contract value, of which the excavation and filling volume of the entire project has been basically cleared by contractors. Some sections are being paved as planned.

Leaders of Lang Son and Cao Bang provinces and the working delegation inspected the field at Km11 in Na Sam commune.

Regarding site clearance, the two provinces have basically completed site clearance, of which in Lang Son province there is still one household that has not yet handed over the site and is moving water pipes in some sections.

The capital advance from Cao Bang province to Lang Son province to pay for site clearance is more than 1,100 billion VND, of which more than 550 billion VND has been disbursed to affected cases. The progress of resettlement areas is being accelerated by construction units, the work of handing over the site for dumping sites along the entire Lang Son area is 33/35 sites, basically meeting the dumping requirements of the project.

Representative of the Project Management Board for Investment and Construction of Traffic Works of Cao Bang province reported on the project implementation status.

Discussing the project implementation status, the representative of the state agency assigned to perform a number of project management tasks under its authority, the Cao Bang Provincial Traffic Construction Investment Project Management Board, proposed: The People's Committees of Lang Son and Cao Bang provinces agreed to adjust and supplement a number of locations for residential underpasses and connecting intersections on the route to organize appropriate and effective construction; the units assigned to be the investors of the Lang Son provincial site clearance sub-project should speed up the approval of the official plan to promote the disbursement of capital allocated for the project site clearance; speed up the progress of resettlement areas.

The representative of the project enterprise requested the People's Committee of Lang Son province to direct the final settlement of the site clearance for 1 household and 1 technical infrastructure location to accelerate the construction progress on the remaining sections of the route. At the same time, the People's Committees of the two provinces coordinated to unify the plan to prepare for the route opening ceremony in accordance with the direction of the Prime Minister on December 19, 2025.

Comrade Dinh Huu Hoc, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Lang Son Provincial People's Committee spoke at the inspection.

Speaking at the inspection session, Comrade Dinh Huu Hoc, Permanent Vice Chairman of Lang Son Provincial People's Committee emphasized: Currently, Lang Son Provincial People's Committee is strongly directing the approval of official plans to pay for affected cases, striving to basically complete the official approval work in December 2025.

Regarding the adjustment and supplementation of the construction plan for underpasses and intersections, he suggested: These are important contents to promote the effectiveness of the project, so the specialized agencies of the province should coordinate with the functional agencies of Cao Bang province and the project enterprise to urgently supplement and update the project to serve the people's lives and socio-economic development.

Comrade Hoang Van Thach, Vice Chairman of Cao Bang Provincial People's Committee, delivered a concluding speech at the inspection.

Concluding the meeting, Vice Chairman of Cao Bang Provincial People's Committee Hoang Van Thach highly appreciated the drastic and effective site clearance work of Lang Son province. Regarding the project implementation in the coming time, he requested relevant units to continue to coordinate in urgently handling the remaining issues on site clearance; adjusting and supplementing underpasses and intersections to serve socio-economic development, people's needs and speeding up the approval of official plans and construction of resettlement areas to promote disbursement progress.

At the same time, the units of the two provinces reviewed the resettlement needs of the cases to promptly arrange for eligible households, avoiding waste after the project was completed. Regarding the construction work, the contractors supplemented equipment and motorbikes to speed up the construction of items to ensure quality, progress and environmental sanitation. Regarding the organization of the route opening ceremony, the Vice Chairman of the Cao Bang Provincial People's Committee requested the project enterprise and contractors to urgently complete the roadbed items of the entire route and coordinate with relevant units to organize the route opening ceremony in accordance with the direction of the Prime Minister.
