Long Bien: Disbursement of public investment capital reached 99.9%

At the conference, delegates heard a report on the results of Party building and the political system in 2025, key tasks in 2026; a report on the results of socio-economic development, security and defense in 2025 and key tasks in 2026 and other important tasks.

In his concluding remarks, Party Secretary and Chairman of the People's Council of Long Bien Ward Nguyen Manh Ha said that in 2025, the Ward Party Committee has promoted its role as a political nucleus, adaptive leadership - drastic management - synchronous implementation, creating clear changes in all fields, affirming its organizational capacity in the two-level local government model.

In 2025, Long Bien ward completed 12/12 targets assigned by the city, budget revenue exceeded the plan by 114%, public investment disbursement was 99.91%. The ward also implemented digital transformation with a strategic approach, assigning tasks according to "5 clear": clear work - clear people - clear responsibilities - clear progress - clear output products, linking responsibility - progress - output products.

The Long Bien Smart Map system was also put into trial operation, integrating population data - land - site clearance - urban order - fire prevention and fighting to reflect the scene, creating a smart urban management platform. 100% of documents are signed digitally; 100% of staff process records online; 76% of online records are processed correctly and before the deadline, over 95% are resolved; 37 Community Digital Technology Teams operate in a disciplined manner.

Along with that, the ward has tightened discipline - risk control. The ward has effectively implemented two key campaigns: 90-day and night site clearance: reclaimed 245,000m2, paid 427 billion VND, enforced 12 cases; cleaned land data; 100% of construction works are legal; public assets after merger are arranged transparently, in accordance with regulations.

Emphasizing the key tasks in the coming time, the Secretary of the Long Bien Ward Party Committee requested units to continue to innovate leadership and direction methods, improve the capacity to operate the two-level local government model; strictly implement the "5 clear": clear people - clear work - clear responsibilities - clear progress - clear output products; take practical efficiency as the highest criterion. Along with that, it is necessary to promote the responsibility of leaders, tighten discipline and order in the entire political system; ensure the centralized and unified leadership of the Party Committee, improve the operating capacity of the two-level local government model.

In addition, units need to strictly manage planning work; manage land, site clearance, urban order, resolutely and thoroughly handle long-standing problems in construction order, public land, agricultural land, slow-progressing projects, not allowing hot spots and complicated complaints to arise...; build a foundation for digital government - digital economy - digital society, gradually perfect the "Electronic Agency" model, moving towards "Electronic Government, Digital Government".

In the immediate future, the ward will focus on ensuring absolute security and safety during the New Year and Lunar New Year 2026; successfully organizing the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term.
