In November 2025, storm No. 13 and widespread floods caused severe damage to crop production in the South Central Coast and Central Highlands regions. According to statistics from the Department of Crop Production and Plant Protection (TT&BVTV), Ministry of Agriculture and Environment , the total affected area was up to 113,925.9 hectares, of which 55,329.1 hectares were damaged by storms alone, the rest was damaged by floods at the end of November.
Storm No. 13 caused the greatest damage in Gia Lai (21,563.7 hectares) and Dak Lak (29,365.1 hectares), mainly in perennial industrial crops and vegetable areas. Quang Ngai and Khanh Hoa provinces also recorded many flooded and collapsed production areas. Floods in late November continued to damage 58,596.5 hectares of crops. Dak Lak lost more than 39,000 hectares; Khanh Hoa nearly 14,800 hectares; Lam Dong over 4,300 hectares of rice, vegetables and perennial crops.

To respond to and overcome the consequences of natural disasters, in November, the Department of Information and Plant Protection issued a series of documents directing localities to proactively protect production, assess damage and provide guidance on post-storm recovery.
From November 24-26, the Department's working groups directly inspected Gia Lai, Dak Lak and Khanh Hoa, working with the Department of Agriculture and Environment to agree on solutions for re-production. Some localities have proposed emergency support: Dak Lak requested to provide 400 tons of rice seeds, 11 tons of corn and 0.5 tons of vegetable seeds; Gia Lai and Khanh Hoa requested financial support according to Decree 09/2025/ND-CP.
On November 26, the Department sent an Open Letter calling on businesses and associations to join hands to support seeds and agricultural materials for people in flooded areas. To date, many businesses have registered to support tens of tons of seeds and tens of thousands of vegetable seed packages.
Implementing Decree 09/2025/ND-CP, the Department of Plant Protection has advised the Ministry of Agriculture and Environment to provide 3,400.025 tons of seeds to support provinces affected by natural disasters, including: Thua Thien Hue 292.09 tons; Quang Tri 190 tons; Ha Tinh 340.06 tons; Thanh Hoa 1,601.41 tons.
The Department is currently continuing to coordinate with Dak Lak, Lam Dong, Quang Ngai and Da Nang to finalize the volume of rice and corn seeds that need the next support from the national reserve.
In the coming time, the Department of Plant Protection will continue to closely monitor the weather and production situation in localities; provide guidance on drainage, water flow, and limit prolonged crop damage. The Department is also compiling all seed and funding support needs to submit to the Ministry for consideration, and at the same time, implementing the Winter-Spring crop production plan for 2025-2026, prioritizing the expansion of advantageous crops to compensate for lost output.
Timely support from the State, businesses and organizations will help farmers quickly restore production and stabilize their lives after natural disasters.
