On December 5th, the Department of Information Technology Industry (Ministry of Science and Technology), together with the Department of Foreign Investment ( Ministry of Finance ), Quang Trung Software Park (QTSC), and the Ho Chi Minh City Digital Transformation Support and Consulting Center (DXCenter), organized a workshop on "Promoting Investment in Concentrated Digital Technology Zones" in Ho Chi Minh City.

Mr. Nguyen Khac Lich, Director of the Information Technology Industry Department, said that since 2006, when the model of concentrated information technology industrial parks was legalized, Vietnam laid the first foundation stone for the current system of concentrated digital technology parks.

To date, Vietnam has 8 concentrated digital technology zones, established in Hanoi , Ho Chi Minh City, Da Nang, and Can Tho. More than 630 digital technology businesses operate there, attracting 42,450 high-quality workers, with land use efficiency reaching approximately 10 million USD/hectare/year.

According to Director Nguyen Khac Lich, developing a concentrated digital technology zone is not simply about developing real estate projects, but aims to become an ecosystem.

There, businesses will have access to shared digital infrastructure (cloud, data center, chip testing lab, supercomputers for AI training) at the lowest cost, or even free of charge.

Delegates attending the workshop

At the workshop, representatives from the Ministry of Science and Technology stated that there will be incentives and investment support for businesses in concentrated digital technology zones, provided they meet the necessary conditions, including corporate income tax (tax exemption for 4 years and a 50% reduction in tax payable for the following 9 years).

For projects exceeding 6,000 billion VND, the Prime Minister will decide on extending the tax exemption or reduction period, for a maximum of 1.5 times the aforementioned period.

In addition, businesses are exempt from land rent and are allowed to import used technology lines, machinery, and equipment for research and training in digital technology. For personnel, they will be exempt from work permits and personal income tax for 5 years, etc.

The Ministry will continue to work alongside localities to refine mechanisms, models, and ecosystem connections to develop concentrated digital technology zones in a sustainable and efficient manner.

Referring to the development orientation of QTSC - a model digital technology park attracting global technology corporations, a representative of QTSC stated that, aiming towards a "Digital Technology Park - Green and Smart City" model, the unit focuses on building a comprehensive ecosystem and developing breakthrough technology areas such as: digital infrastructure, cloud computing, big data, cybersecurity, digital workforce, innovation, and entrepreneurship...
