On December 5, the Department of Information Technology Industry (Ministry of Science and Technology) together with the Foreign Investment Agency ( Ministry of Finance ), Quang Trung Software Park (QTSC), Ho Chi Minh City Digital Transformation Support and Consulting Center (DXCenter) organized the Workshop "Promoting Investment in Concentrated Digital Technology Parks" in Ho Chi Minh City.
Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, said that since 2006, when the model of concentrated information industrial parks was legalized, Vietnam has laid the first brick for today's concentrated digital technology park system.
To date, Vietnam has 8 concentrated digital technology zones, established in Hanoi , Ho Chi Minh City, Da Nang and Can Tho. More than 630 digital technology enterprises are operating, attracting 42,450 high-quality workers, with land use efficiency reaching about 10 million USD/ha/year.
According to Director Nguyen Khac Lich, developing a concentrated digital technology zone is not simply about developing real estate projects but aims to become an ecosystem.
There, businesses will be able to use shared digital infrastructure (cloud, data center, chip testing lab, supercomputer for AI training) at the lowest cost, even for free.

At the workshop, a representative of the Ministry of Science and Technology said that there will be incentives and investment support for businesses in concentrated digital technology zones, if they meet all conditions, including corporate income tax (tax exemption for 4 years and 50% reduction of tax payable for the next 9 years).
For projects over 6,000 billion VND, the Prime Minister will decide to extend the tax exemption or reduction period, up to a maximum of 1.5 times the above period.
In addition, businesses are also exempted from land rent, and are allowed to import technological lines and old machinery and equipment for research and training in digital technology. For human resources, they will be exempted from work permits and personal income tax for 5 years, etc.
The Ministry will continue to work with localities to perfect mechanisms, models and connect ecosystems to develop concentrated digital technology zones in a sustainable and effective manner.
Referring to the development orientation of QTSC - a model of digital technology park attracting world technology corporations, QTSC representative said that aiming at the model of "Digital technology park - green, smart city", the unit focuses on building a comprehensive ecosystem and developing breakthrough technology spearheads such as: digital infrastructure, cloud computing, big data, network security, digital human resources, innovation, startups...
