The development of concentrated digital technology zones aims to create innovative spaces, an optimal environment and an ideal ecosystem for digital technology businesses to operate.

On December 5 in Ho Chi Minh City, the Department of Information Technology Industry (Ministry of Science and Technology) in coordination with the Foreign Investment Agency ( Ministry of Finance ) and Quang Trung Software Park (QTSC) organized the Workshop "Promoting investment in the Concentrated Digital Technology Park."

The workshop aims to introduce the potential, advantages, preferential policies and investment cooperation opportunities in the concentrated digital technology park - a strategic model to promote digital economic development and innovation in Ho Chi Minh City.

On June 14, 2025, the 15th National Assembly issued the Law on Digital Technology Industry, marking an important step in the formation of a concentrated Digital Technology Park to replace the previous concentrated Information Technology Park.

The new law decentralizes the decision to establish and expand, issue preferential policies, and regulate the management, operation, and exploitation of concentrated Digital Technology Parks to the Provincial People's Committee. This is a breakthrough, creating new momentum for the strong development of digital technology parks in the coming time.

Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry, said that the Law on Digital Technology Industry 2025 establishes a comprehensive change in the legal corridor for concentrated digital technology zones - essential infrastructure for the development of the digital technology industry, which is a national platform industry.

The development of concentrated digital technology zones aims to create innovative spaces, an optimal environment and an ideal ecosystem for digital technology businesses to operate.

This will promote innovation, entrepreneurship, and the application of digital technology achievements in all aspects of life, thereby contributing to national growth.

According to experts, developing a concentrated digital technology zone is not simply developing a real estate project, but it is developing the zone into an ecosystem. There, not only land, electricity, water, but businesses will also be able to use shared digital infrastructure such as cloud, data center, chip testing lab, supercomputer to train Artificial Intelligence... at the lowest cost, even free. This zone also has the most open mechanisms and policies such as allowing the implementation of controlled testing mechanisms.

“Enterprises investing and operating in concentrated digital technology zones are participating in a journey of creation, step by step building and modernizing digital technology industrial infrastructure, gradually turning Vietnam into a leading country in the field of digital technology industry,” Mr. Lich shared, at the same time saying that the Ministry of Science and Technology will continue to accompany localities to perfect mechanisms, models and connect ecosystems to develop concentrated digital technology zones in a sustainable and effective direction.

Since 2006, when the centralized IT park model was legalized and the Government issued Decree 154/2013/ND-CP, Vietnam has laid the first brick for today's centralized digital park system.

The system has brought many achievements with 8 concentrated digital technology zones established in Hanoi, Ho Chi Minh City, Da Nang and Can Tho.

This system currently has more than 630 operating digital technology enterprises; 42,450 high-quality workers, double that of 2013; land use efficiency reaching about 10 million USD/ha/year - a very high level compared to other functional areas; labor productivity and income are much higher than the general level.

Sharing his nearly 25 years of experience in operating and developing the digital technology ecosystem of Quang Trung Software Park, Mr. Phan Phuong Tung, Director of DXCenter (QTSC) affirmed the key role of synchronous infrastructure, convenient procedures, complete shared services and high-quality human resources in attracting international technology corporations.

Mr. Phan Phuong Tung said that Quang Trung Software Park aims at the model of "Digital Technology Park - green, smart city", focusing on building a comprehensive ecosystem and developing breakthrough technology spearheads such as digital infrastructure, cloud computing, big data, network security, digital human resources, innovation, startups...

The new orientation of Quang Trung Software Park is completely consistent with Ho Chi Minh City's policy of expanding and forming many concentrated digital technology zones in the area, contributing to promoting the digital transformation process and developing the digital economy of the city.

“From the perspective of the high-tech industry, the representative of Becamex Group shared the orientation of developing digital technology zones associated with the semiconductor industry - a field that is forecast to lead economic growth in the future. The Group emphasized the strategy of forming semiconductor industrial centers combined with innovation ecosystems and R&D (research and development) centers, in line with the trend that many localities are pursuing.”

In addition to the conference session, the technology exhibition area also displays and introduces digital transformation solutions, data center infrastructure, Artificial Intelligence, IoT, information security, technology applications, smart cities, etc., creating a space for connection and sharing of implementation experiences between technology enterprises, investors and local representatives./.
