The Digital Transformation in Education and Training Conference, organized by the Ministry of Education and Training on December 3-4 at the University of Economics Ho Chi Minh City, recognized outstanding results after three years of implementing Decision 131/QD-TTg, and at the same time pointed out a series of major challenges in the digital transformation process of the entire sector.
According to Deputy Minister of Education and Training Nguyen Van Phuc, the education sector has basically completed the national database for preschool, secondary and university levels. Platforms such as digital transcripts and digital diplomas are being integrated into VNeID, helping to reduce administrative procedures and create a basis for data-based management and operations.
However, Deputy Minister Nguyen Van Phuc emphasized that the digital transformation process still faces many difficulties such as the disparity in information technology infrastructure between localities, especially in remote areas; the uneven digital capacity of teachers and managers; the rapid development of artificial intelligence (AI) has opened up opportunities but also posed strict requirements on safety, consistency and data management.

Mr. To Hong Nam, Deputy Director of the Department of Science , Technology and Information, said that many digital transformation goals have been achieved or exceeded. For general education, 10/19 goals were completed; in higher education, 4/13 goals were completed ahead of schedule and 6/13 goals were basically met.
The establishment of a database for preschool, primary and secondary schools is considered to bring clear results for policy making and management. Digital transcripts and digital diplomas are being gradually integrated into VNeID, a step forward to increase transparency and limit fraud, creating a platform to connect with national population data.
However, he also pointed out many existing problems from unsynchronized digital infrastructure, lack of funding to maintain the system, lack of specialized human resources at many educational institutions, and lack of a common national learning platform.
In the period of 2026 - 2030, the Ministry of Education and Training will prioritize building a "correct - sufficient - clean - alive - unified - shared" database, while developing a common learning management platform system, ensuring information security and attracting high-quality human resources for the industry.

In the field of general education, according to Mr. Nguyen The Son, Deputy Director of the General Education Department, by the end of the 2024-2025 school year, 91.6% of primary school students and 50.5% of secondary school students nationwide used digital transcripts. Many localities have integrated digital transcripts with VNeID to support enrollment, school transfers and online administrative procedures.
Management platforms such as LMS, VnEdu, SMAS… are increasingly widely used, contributing to promoting school management, cashless payments, professional activities and online teaching. Open learning materials with thousands of digital resources developed on the “Digital Popular Education” platform help teachers and students proactively access materials.
From December 2025, the pilot implementation of artificial intelligence (AI) education content in schools is considered an important preparation step for mass deployment in the coming school years. However, the risk of a “digital gap” between regions and the lack of infrastructure synchronization remains a major challenge.

Representative of the enterprise, Mr. Hoang Cong Khue, Deputy General Director of Thanh Nam Technology Group, informed that 76% of general teachers have used AI in teaching and 87% of secondary school students are clearly aware of the benefits of AI. This reflects the urgent need for a smart digital education platform, integrating 3D simulation - AI - AR, virtual experiments, interactive lectures and teacher support tools according to the 2018 General Education Program standards.

The conference showed that digital transformation in education has entered a phase that requires synchronous investment, from infrastructure, data, human resources to information security. Opinions at the event will be compiled by the Ministry of Education and Training, advising the Government to deploy the digital transformation strategy for education in the period 2026 - 2030 in a practical, unified and sustainable manner.
