Education is accelerating its digitalization, but many gaps remain.

Despite the established data infrastructure, digital transcripts, and widespread deployment of AI, the digital transformation of education still faces numerous challenges: disparities in infrastructure across regions, uneven digital skills, and a lack of a shared learning platform. These limitations necessitate a shift in the education sector to an accelerated phase with fundamental solutions for the period 2026-2030.

The Conference on Digital Transformation in Education and Training, organized by the Ministry of Education and Training on December 3-4 at the University of Economics Ho Chi Minh City, acknowledged the outstanding results after three years of implementing Decision 131/QD-TTg, while also highlighting a series of major challenges in the digital transformation process across the entire sector.

According to Deputy Minister of Education and Training Nguyen Van Phuc, the education sector has basically completed the national database for preschool, primary, secondary, and higher education levels. Platforms such as digital student records and digital diplomas are being integrated into VNeID, helping to reduce administrative procedures and create a basis for data-driven management and operation.

However, Deputy Minister Nguyen Van Phuc emphasized that the digital transformation process still faces many difficulties such as disparities in information technology infrastructure between localities, especially in remote areas; uneven digital capabilities of teachers and administrators; and the rapid development of artificial intelligence (AI) which both opens up opportunities and poses stringent requirements for data security, consistency, and governance.

According to Mr. To Hong Nam, Deputy Director of the Department of Science , Technology and Information, many digital transformation goals have been achieved or exceeded. In general education, 10 out of 19 goals have been completed; in higher education, 4 out of 13 goals have been completed ahead of schedule, and 6 out of 13 goals have basically met the requirements.

The establishment of databases for preschool, primary, secondary, and higher education is considered to have a clear impact on policy planning and administration. Digital school records and diplomas are gradually being integrated into VNeID, a step that helps increase transparency and reduce fraud, creating a foundation for connection with the national population data.

However, he also pointed out many existing problems, ranging from inconsistent digital infrastructure and lack of funding to maintain the system to a shortage of specialized personnel in many educational institutions and the absence of a nationwide shared learning platform.

During the period 2026-2030, the Ministry of Education and Training prioritizes building a database that is "accurate - complete - clean - active - unified - shared," while also developing a common learning management platform system, ensuring information security and attracting high-quality human resources to the sector.

In the field of general education, according to Mr. Nguyen The Son, Deputy Director of the Department of General Education, by the end of the 2024-2025 school year, 91.6% of primary school students and 50.5% of secondary school students nationwide will be using digital school records. Many localities have integrated digital school records with VNeID to support enrollment, school transfers, and online administrative procedures.

Management platforms such as LMS, VnEdu, SMAS, etc., are being increasingly widely applied, contributing to promoting school management, cashless payments, professional activities, and online teaching. An open learning resource library with thousands of digital resources developed on the "Digital for the Popular" platform helps teachers and students proactively access materials.

Starting in December 2025, the pilot program to integrate artificial intelligence (AI) education into schools is considered a crucial preparatory step for widespread implementation in the coming school years. However, the risk of a "digital divide" between regions and the lack of synchronized infrastructure remain significant challenges.

Representing the business, Mr. Hoang Cong Khue, Deputy General Director of Thanh Nam Technology Group, informed that 76% of secondary school teachers have used AI in teaching and 87% of junior high school students are aware of the benefits of AI. This reflects the urgent need for a smart digital education platform that integrates 3D simulation, AI, AR, virtual experiments, interactive lectures, and tools to support teachers according to the standards of the 2018 General Education Program.

The conference also serves as a meeting and networking platform for managers, researchers, and businesses involved in educational solutions and equipment from across the country.

The conference revealed that digital transformation in education has entered a phase requiring synchronized investment, from infrastructure, data, and human resources to information security. The opinions expressed at the event will be compiled by the Ministry of Education and Training and used to advise the Government on implementing the digital transformation strategy for education in the 2026-2030 period in a substantive, unified, and sustainable manner.
