Lao Cai proactively carries out the election of deputies to the 16th National Assembly and People's Councils at all levels.

On the morning of December 4, the Lao Cai Provincial Election Committee held the first meeting to deploy the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term in Lao Cai province.

Chairman of the Provincial People's Committee, Chairman of the Lao Cai Provincial Election Committee Nguyen Tuan Anh concluded the meeting.

At the meeting, the leaders of the Department of Home Affairs approved Decision No. 2043/QD-UBND dated November 24, 2025 of the People's Committee of Lao Cai province on the establishment of the Election Committee for the 16th National Assembly and the election of deputies to the Provincial People's Council for the 2026-2031 term.

Accordingly, the Committee for the Election of Deputies to the 16th National Assembly and the People's Council of Lao Cai Province for the 2026-2031 term has 36 members. Mr. Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai Province is the Chairman of the Election Committee. Ms. Giang Thi Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province is the Vice Chairman of the Election Committee. Mr. Vu Quynh Khanh, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council is the Permanent Vice Chairman of the Election Committee. Mr. Nguyen Van Trong, Member of the Provincial Party Committee, Director of the Department of Home Affairs is the Vice Chairman of the Election Committee. The Department of Home Affairs is assigned to be the Standing body of the Committee for the Election of Deputies to the 16th National Assembly and the People's Council of Lao Cai Province for the 2026-2031 term.

The report on the progress of the election of deputies to the 16th National Assembly and People's Councils at all levels in Lao Cai province for the 2026-2031 term clearly stated: From May 2025 to now, Lao Cai province has organized the dissemination and timely implementation of the Central and provincial regulations on leading the election of deputies to the 16th National Assembly and People's Councils at all levels in Lao Cai province for the 2026-2031 term.

Ms. Giang Thi Dung, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Lao Cai province, Vice Chairwoman of the Election Committee of Lao Cai province, spoke at the meeting.

At the same time, the province has issued important leadership and direction documents such as Plan No. 34-KH/TU dated September 26, 2025 of the Provincial Party Committee Standing Committee and Plan No. 124/KH-UBND dated October 10, 2025 of the Provincial People's Committee to uniformly deploy election work throughout the area; establish a Steering Committee for the election of deputies to the 16th National Assembly and election of deputies to People's Councils at all levels for the 2026-2031 term, with the Provincial Party Committee Secretary and Chairman of the Provincial People's Council as Head of the Steering Committee.

Up to now, 99/99 communes and wards of Lao Cai province have completed the establishment of Steering Committees and Commune-level Election Committees, ensuring the structure and composition are in accordance with the instructions. The Department of Home Affairs advised the Provincial Election Committee to plan the structure of sub-committees: Propaganda; Security, Social Order and Safety and Health; Receiving and resolving complaints and denunciations about elections; and a Working Group of 16 groups in charge of 99 communes and wards.

The Department of Culture, Sports and Tourism presided over and coordinated with the Provincial Party Committee's Propaganda and Mass Mobilization Commission and press agencies to develop a unified propaganda plan across the province, focusing on spreading the meaning and importance of the election; the rights and obligations of voters; and legal regulations on elections, contributing to creating social consensus and raising people's awareness.

As planned, for the 2026-2031 term, the Lao Cai Provincial People's Council will have 61 delegates. Based on the characteristics of terrain, climate, traffic infrastructure, ethnicity, customs, and physical facilities of the old district-level area, the Department of Home Affairs proposed to establish 16 constituencies.

For the People's Council at the commune level, Lao Cai province is expected to have 2,105 delegates for the 2026 - 2031 term. The structure and composition of the 16th National Assembly and the People's Council delegates at all levels of Lao Cai province for the 2026 - 2031 term are implemented according to Resolution No. 107/2025/UBTVQH15 dated October 16, 2025 of the National Assembly Standing Committee and the Orientation Document of the Provincial Party Committee and the guidance of the Provincial People's Council Standing Committee.

To ensure the conditions for organizing the election, the Department of Home Affairs has reviewed and compiled the need for materials and equipment for the election. Currently, Lao Cai province has 3,000 polling stations with 606 ballot boxes (which can continue to be used) and the need for additional 2,394 ballot boxes. The total number of seals for the election is expected to be 6,190 of all kinds; including: 1 Provincial Election Committee seal; 99 Commune Election Committee seals; 2 National Assembly Election Committee seals; 16 Provincial People's Council Election Committee seals; 700 Commune People's Council Election Committee seals; 3,000 Election Team seals; 3,000 Election Team seals (rectangular seals).

In the immediate future, 100 provincial and communal election committee seals will be made in advance to promptly serve the activities of the election committee.

Discussing at the meeting, delegates gave their opinions on the draft assignment of tasks to members of the Provincial Election Committee; the draft Decision on establishing 3 Subcommittees and Working Groups; the draft Plan for organizing conferences to deploy and train professional election skills; discussed and gave their opinions on a number of contents related to the election of National Assembly deputies and People's Council deputies at all levels such as: Personnel work, assignment of tasks to members of the Election Committee; assignment of delegation groups, funding allocation, implementation of voter work software, etc.

Concluding the meeting, Chairman of the Provincial People's Committee and Chairman of the Lao Cai Provincial Election Committee Nguyen Tuan Anh highly appreciated the preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

The Chairman of Lao Cai Provincial People's Committee assigned the Department of Home Affairs to complete the draft and submit it to the Chairman of the Provincial Election Committee to issue a notice assigning specific tasks to members of the Election Committee for the 16th National Assembly and the Lao Cai Provincial People's Council for the 2026-2031 term; advise the Provincial Election Committee to issue a Plan to organize a Conference to deploy and train professional election work in the whole province.

The Department of Finance urgently submits to competent authorities for decision on expenditure norms, funding sources, advances, and allocation of funds to each agency and unit, to ensure full implementation of the contents and spending tasks in the election work; guides the Department of Home Affairs and agencies, units, and localities to prepare estimates, purchase supplies, and settle election expenses in accordance with regulations. The Provincial Police urgently provides guidance on election seal samples for the Department of Home Affairs and localities to implement within the prescribed time. Agencies and units strengthen propaganda work for the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term; closely follow the grassroots, ensure political security, social order and safety in the election work in the area.

In addition, members of the Provincial Election Committee proactively reviewed and implemented assigned contents and tasks in the election of deputies to the 16th National Assembly and People's Council deputies at all levels of Lao Cai province for the 2026-2031 term, ensuring compliance with the plan, efficiency and legal regulations.
