
Successfully complete the work of the Fatherland Front participating in the election
The requirement for the Vietnam Fatherland Front at all levels is to fully, seriously and correctly implement the Law on Election of National Assembly Deputies and People's Council Deputies, the Law on the Vietnam Fatherland Front; Directives of the Politburo , Resolutions of the National Assembly Standing Committee, as well as other guiding documents related to the election work. The work of consultation, selection and introduction of candidates must be truly democratic, objective, and in accordance with the law, ensuring the correct standards, structure, composition, quantity and quality of the recommended people. The Standing Committees of the Vietnam Fatherland Front at all levels must develop specific and synchronous plans on the progress of the work under their responsibility; closely coordinate with the authorities and member organizations to successfully complete the work of the Fatherland Front participating in the election work.
The role of the Vietnam Fatherland Front in participating in the establishment of organizations in charge of elections: The Standing Committee of the Vietnam Fatherland Front Committee closely coordinates with the Standing Committee of the People's Council and the People's Committee at the same level to establish the Election Committee, Election Board and Election Team according to the provisions of the Law on Election of Deputies to the National Assembly and People's Councils. Based on the structure, composition and number of organizations in charge of elections prescribed in the Law on Election of Deputies to the National Assembly and People's Councils, the Vietnam Fatherland Front Committee and socio-political organizations send their representatives to participate in the organizations in charge of elections; ensure the sufficient structure and composition of the Vietnam Fatherland Front Committee to participate in the Election Committees, Election Boards and socio-political organizations to participate in the Election Boards of People's Councils at all levels.
Organizing consultative conferences
Regarding the organization of consultation conferences, the Standing Committees of the Vietnam Fatherland Front Committees at all levels proactively coordinate with the Standing Committees of People's Councils and Election Committees at the same level to carry out consultation steps to select and introduce candidates for National Assembly deputies and People's Council deputies in accordance with the provisions of the Law on Election of National Assembly Deputies and People's Council Deputies; Joint Resolution No. 102 and related election guidance documents. The Standing Committees of the Vietnam Fatherland Front Committees at all levels choose a suitable time to organize consultations; coordinate with the Standing Committees of the National Assembly and People's Councils to prepare documents, carefully review the structure, composition, number, and results of collecting opinions from voters at the workplace or workplace (hereinafter referred to as the workplace) and residence of the recommended candidates to ensure compliance with regulations.
The Standing Committees of the Vietnam Fatherland Front Committees at all levels shall proactively propose and agree with the Standing Committees of the People's Councils at the same level on the expected allocation of candidates to be introduced so that the list of candidates to be presented to the second consultation conference must ensure the necessary balance for the conference to consider and select a preliminary list of candidates for National Assembly and People's Council deputies.
The list of candidates introduced to the third consultative conference must ensure that the balance is greater than the balance prescribed in the Law on Election of National Assembly Deputies and People's Council Deputies.
In case a candidate does not gain the confidence of more than 50% of the total number of voters attending the voters' conference at the place of residence, he/she will not be included in the list of candidates for the third consultation conference, except in special cases that need to be clearly reported for the consultation conference to consider and decide. Special cases are those who meet the conditions and standards expected to be nominated as candidates for the National Assembly or People's Council, but due to special working conditions and little contact with voters and people at the place of residence, he/she does not gain more than 50% of the total number of votes of confidence from voters attending the conference.
Organizing voters' conferences
Organizing voters' conferences must ensure the following contents:
For the organization of a conference of voters at the workplace, candidates who are working full-time at Party agencies, the Vietnam Fatherland Front Committee, member organizations of the Front, and other social organizations, the organization of the conference to collect voters' opinions at the workplace is convened and chaired by the leadership of the agency or organization. In case the person proposed to be nominated as a candidate for the National Assembly or People's Council does not gain the trust of more than 50% of the total number of voters attending the conference, the leadership of the agency, organization, or unit shall organize the introduction of another person.
In case an agency, organization or unit does not have qualified people to propose as candidates for National Assembly deputies or People's Council deputies, the head of the agency, organization or unit shall promptly report to the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level to coordinate with the Standing Committee of the People's Council at the same level to adjust the structure of candidates for National Assembly deputies or People's Council deputies.
In case of force majeure due to epidemics or natural disasters that prevent the conference from being held in person, an online conference shall be held or ballots shall be distributed to voters at agencies, organizations, and units to solicit opinions on candidates.
Organizing a conference of voters at the place of residence: The Standing Committee of the Vietnam Fatherland Front Committee at the commune level shall coordinate with the People's Committee at the same level to convene and chair a conference of voters at the place of residence to collect comments and express confidence of voters at the place of residence for candidates for National Assembly deputies and People's Council deputies (including nominated candidates and self-nominated candidates) organized in the village or residential group where the candidate permanently or temporarily resides. In case the permanent or temporary residence cannot be determined, the conference of voters shall be organized in the village or residential group where the candidate is residing.
The Standing Committee of the Vietnam Fatherland Front Committee at the commune level shall coordinate with mass organizations to inform and propagate the meaning and importance of the voters' conference, the rights and obligations of voters in participating in the voters' conference; ensure facilities and seats for voters; fully inform the summary biography of the candidates, the time and place of the voters' conference on mass media so that voters know; ensure that voters attend with the correct composition and sufficient number as prescribed in Resolution No. 101 of the National Assembly Standing Committee.
In case of force majeure due to epidemics or natural disasters that prevent the conference from being held in person, an online conference will be held or ballots will be distributed to voters at their place of residence.
Based on the decision of the competent authority and the conditions and actual situation in the locality, the Standing Committee of the Vietnam Fatherland Front Committee at the commune level reports to the Party Committee at the same level, discusses and agrees with the People's Committee at the commune level and local election organizations to choose the form of organizing an online conference or distributing ballots to collect opinions and organize the implementation.
Organize meetings with voters to campaign for elections
Organizing meetings to contact voters for election campaigning: Forms and principles of election campaigning; responsibilities of agencies, organizations and units in election campaigning; content of organizing meetings to contact voters for election campaigning; election campaigning on mass media is carried out according to the provisions of the Law on Election of National Assembly Deputies and People's Council Deputies.
The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level presides over and coordinates with the People's Committee at the constituency to organize meetings with voters for candidates for the National Assembly and candidates for the People's Council at the provincial level.
In special cases where, due to objective conditions, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level cannot directly chair the meeting with voters at the constituency, it must have a written request for the Chairman of the Vietnam Fatherland Front Committee at the commune level to chair it. The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level must send staff to attend the meeting with voters to proactively grasp the situation and ensure that the meeting with voters is carried out safely and in accordance with the law.
The Standing Committee of the Vietnam Fatherland Front Committee at the commune level coordinates with the People's Committee of the same level at the constituency to organize a meeting with voters for candidates for the People's Council at their level.
Voter meetings are organized in person or, depending on actual conditions, can be organized online or in-person combined with online. Online voter meetings or in-person combined with online meetings can only be held when technical conditions, network information security, and network security are ensured.
The Standing Committee of the Vietnam Fatherland Front Committee at the commune level shall coordinate with the People's Committee at the same level and relevant agencies and organizations to arrange an online meeting system that ensures technical conditions, network information security, network security and is suitable to the actual situation of the locality; notify voters of the content, time and method of organizing the online conference; propagate and mobilize voters to attend the conference.
The Standing Committees of the Vietnam Fatherland Front Committees at all levels organize meetings to meet with voters in coordination with the People's Committees at the same level to carry out the following contents: Develop a plan to organize meetings to meet with voters; promptly notify candidates in writing about the composition, time and location of the meeting so that candidates can proactively arrange their time and contact the locality where the meeting is held to attend; organize meetings for representatives of the People's Committees at the same level to inform candidates of basic information about the local socio -economic situation so that candidates can develop and plan their action programs before organizing meetings to meet with voters; carefully prepare the location, composition and invitations, and announce them on the mass media in the area where the meeting is held so that a large number of voters can attend; coordinate to ensure good security and order at meeting locations.
At the same time, the Standing Committee of the Vietnam Fatherland Front organizes propaganda in an appropriate form, ensuring fairness between candidates so that voters and people at the meeting place have a better understanding of candidates for National Assembly deputies and candidates for People's Council deputies. A summary of the candidate's biography is sent to families and broadcast on the public loudspeaker system. Candidates can send their Action Program to voters attending the meeting. During the process of chairing the meeting, the Standing Committee of the Vietnam Fatherland Front at the level of organizing the meeting creates a democratic and open atmosphere; avoids pressure but also does not discuss beyond the purpose and requirements of the meeting and meeting.
The Standing Committee of the Fatherland Front Committee at the level organizing the Voter Contact Conference must reach an agreement with the Election Committee at the same level on the number of voter contacts, on that basis, notify the candidates so that they can proactively develop plans and organize implementation. For candidates for National Assembly deputies, there must be at least 12 meetings. For candidates for provincial People's Council deputies, there must be at least 7 meetings. For candidates for commune People's Council deputies, there must be at least 5 meetings.
The time for organizing meetings with voters for candidates to campaign for election is from the date of announcement of the official list of candidates and ends 24 hours before the start of voting (before 7:00 a.m. on March 14, 2026).
After the voter contact conference, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level shall prepare a report on the organization of voter contact conferences of candidates for National Assembly deputies and People's Council deputies in the locality, and the opinions of voters on each candidate for National Assembly deputies, and send it to the National Election Council and the Standing Committee of the Central Committee of the Vietnam Fatherland Front. The Standing Committee of the Vietnam Fatherland Front Committee at the commune level shall prepare a report on the organization of voter contact conferences of candidates for People's Council deputies in their locality and send it to the Election Committee at the same level and the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level.
