Vietnam and the direction of counter-terrorism cooperation within the framework of BRICS

At the invitation of the Russian Ministry of Foreign Affairs, from December 3-4, a high-ranking delegation of the Ministry of Public Security of Vietnam, led by Senior Lieutenant General Pham The Tung, Deputy Minister, attended the BRICS 2025 Anti-Terrorism Conference, held in Moscow, Russia.

The conference, themed “National and regional strategies for combating terrorism in the context of emerging challenges and threats”, is the first initiative hosted by Russia, attracting representatives of 23 BRICS member and partner countries, along with a large number of experts, scholars and international organizations interested in counter-terrorism issues.

Speaking at the plenary session, Deputy Minister Pham The Tung emphasized that in the context of the rapidly and profoundly changing world geopolitical situation, the risks and challenges to the security, stability and development of each country are increasingly diverse and sophisticated, in which terrorism and violent extremism continue to be serious threats.

For Vietnam, although the level of terrorist threat is currently assessed as low, due to the intertwined impact of negative external factors and internal problems, Vietnam still faces many risks: activities of spreading extremist ideology on cyberspace by individuals and international terrorist organizations; complexities in economic and social life, conflicts of interest, and conflicts within the community create an environment for violent extremist ideology to arise; especially the connection and incitement from Vietnamese terrorist organizations abroad.

Faced with such risks, Deputy Minister Pham The Tung affirmed that Vietnam firmly maintains a consistent stance: resolutely condemning and uncompromisingly fighting all forms of terrorism; supporting efforts and initiatives to eliminate terrorism from human life.

The fight against terrorism must be carried out in accordance with the United Nations Charter, the fundamental principles of international law, on the basis of respect for sovereignty, independence, unity and territorial integrity of nations, for peace , stability and common security in the world and in the regions. Along with that, close coordination is needed to address the root causes of terrorism, instead of focusing only on the surface manifestations.

From Vietnam's practice, Deputy Minister Pham The Tung shared a number of key groups of solutions to prevent and stop terrorism and radicalization in the community: effectively implementing social security policies, improving people's material and spiritual lives, strengthening information, propaganda and public opinion orientation; continuing to perfect the legal framework on terrorism prevention and control; improving the capacity of specialized forces; promoting the effectiveness of the Steering Committees on terrorism prevention and control at all levels; synchronously implementing state management measures and professional measures; proactively and actively expanding and deepening international cooperation mechanisms on terrorism prevention and control with countries and international organizations, including BRICS.

Appreciating Vietnam's participation in the Conference, Russian Deputy Foreign Minister Lyubinsky DE and Deputy Minister Pham The Tung agreed to further strengthen cooperation between Russia and Vietnam in the field of counter-terrorism.

Vietnam's official accession to BRICS as a partner country from June 13, 2025, along with the presence of a high-ranking delegation from the Ministry of Public Security at the Conference, has continued to affirm Vietnam's active, proactive and responsible role in addressing global security issues; at the same time, clearly demonstrating its determination to work with the international community to build a safe and stable environment that does not tolerate terrorism and violent extremist ideology.
