
According to a VNA correspondent in Moscow, the conference was chaired by Russian Deputy Foreign Minister Dmitry Lyubinsky with the theme "National and regional strategies for combating terrorism in the context of emerging challenges and threats". This is the first initiative hosted by the Russian Federation, with the participation of representatives from 23 BRICS member and partner countries as well as international organizations. Experts from the United Nations (UN), the Commonwealth of Independent States (CIS), the Shanghai Cooperation Organization (SCO) and the Collective Security Organization (CSTO) also participated in the discussion.
The discussion will focus on countering the financing of terrorism, preventing the use of modern information and communication technologies for illegal purposes, as well as countering extremism and radicalization of the population. The participants will share various theoretical and methodological aspects of countering terrorism, exchange assessments of security threats at the national, regional and global levels in the current geopolitical context, and share accumulated experience and effective developments in counter-terrorism work.
Speaking at the plenary session of the conference, Deputy Minister Pham The Tung emphasized that in the context of many changes in the world's geopolitics, risks and challenges affecting the security, stability and development of countries appear in more complex and diverse forms and manifestations, including terrorism and violent extremism. Although the terrorist threat to Vietnam is currently at a low level, due to the impact of negative factors from outside and negative factors arising domestically, Vietnam is facing terrorist risks from the dissemination of extremist ideology on cyberspace by individuals and international terrorist organizations; from complex factors in economic and social life; conflicts in society... forming violent extremist ideology; and especially the risk from Vietnamese terrorist organizations abroad.

Faced with these risks, Deputy Minister Pham The Tung affirmed that Vietnam consistently implements the viewpoint of resolutely condemning and opposing all acts of terrorism; supporting measures to eliminate terrorism from human life. The fight against terrorism must be conducted in accordance with the UN Charter, the basic principles of international law, while respecting the sovereignty, unity and territorial integrity of nations, for peace, stability and security in the world and in the regions; it is necessary to coordinate actions to eliminate the root causes of terrorism.
From Vietnam's practice, Deputy Minister Pham The Tung shared key measures and solutions to prevent and combat terrorism to eliminate the causes and conditions for terrorism and radicalization in the community: social security policies, improving people's lives, promoting propaganda work; perfecting the legal framework for counter-terrorism; improving the capacity of specialized forces for counter-terrorism; enhancing the effectiveness and efficiency of the Steering Committees for Counter-Terrorism at all levels; synchronously implementing state management and professional measures; promoting diverse international cooperation activities on counter-terrorism with countries and international organizations, including BRICS.
With Vietnam officially becoming a BRICS partner country from June 13, 2025, the high-ranking delegation of the Ministry of Public Security of Vietnam participating in this conference affirmed Vietnam's active, proactive and responsible role in addressing global security issues.
