The Government proposed to add a special mechanism for the North-South high-speed railway.

On the afternoon of December 4, the National Assembly Standing Committee gave opinions on the proposal to supplement mechanisms and policies applicable to the high-speed railway project on the North-South axis.

Presenting the report, Minister of Construction Tran Hong Minh said the Government proposed two specific policies, especially applicable to the high-speed railway project on the North-South axis.

The first policy is to separate the compensation, support, resettlement and relocation of power projects with voltages of 110 kV or higher into independent projects. Funding is allocated from the central and local budgets.

Localities and Vietnam Electricity Group are the competent authorities, organizations that establish and decide on investment in implementing compensation, support and resettlement projects in the area, and investment in items related to this content does not require investment policy preparation.

The central budget capital is allocated directly to localities and Vietnam Electricity Group for implementation; in case the central budget has not been allocated in time, localities can proactively balance their local budget for implementation, the central budget will refund the local budget after balancing the capital. The Government is assigned to provide detailed instructions on this item.

The second policy is that during the time the National Assembly is not in session, the National Assembly authorizes the National Assembly Standing Committee to consider and decide on additional and adjusted mechanisms and specific policies for investment methods (if any) to promptly implement the Project and report to the National Assembly at the nearest session.

According to Minister Tran Hong Minh, to ensure project progress and create conditions for the private sector to participate in the project, in case it is necessary to add new mechanisms and policies, the National Assembly can authorize the National Assembly Standing Committee to decide.

This mechanism has also been allowed by the National Assembly to be applied to the North-South Expressway construction investment project, western section Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ).

Examining these contents, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that the National Assembly's decision to allow the separation of land acquisition, compensation, support, and resettlement contents of an important national project into component projects has a precedent in Resolution No. 38 of the 14th National Assembly regarding the Long Thanh International Airport project.

Therefore, the Government's proposal to separate the compensation, support, resettlement and relocation of power works from 110 kV and above of the North-South high-speed railway project into a separate project is well-founded.

However, Mr. Phan Van Mai suggested considering separating it into an independent component project and assigning the Government to direct localities, ministries and branches to prepare a Feasibility Study Report to ensure consistency and unity.

The representative of the appraisal agency also said that it is necessary to clearly determine the total investment, the area of ​​land to be recovered and the completion progress, similar to Resolution No. 53/2017 of the National Assembly on the Feasibility Study Report of the Land Recovery, Compensation, Support and Resettlement Project of Long Thanh International Airport.

Regarding the second policy, the Standing Committee of the Economic and Financial Committee cited Resolution No. 172/2024 of the National Assembly on project investment policy, which stipulates that "during the time the National Assembly is not in session, the National Assembly authorizes the Standing Committee of the National Assembly to consider and decide to supplement and adjust specific and special mechanisms and policies for the project".

At the same time, in Clause 14 of the Resolution of the 9th Session of the 15th National Assembly, the National Assembly approved the addition of the investment form under the public-private partnership method to the high-speed railway project on the North-South axis, in addition to the form of public investment.

The National Assembly assigns the Government to organize the selection of investment forms and investors according to regulations. In case there are other mechanisms and policies beyond the authority of the Government, they must report to the National Assembly for consideration and decision. Therefore, the review agency believes that the above policy proposal is unnecessary.

Speaking at the meeting, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that the Government is determined to implement the North-South high-speed railway project as soon as possible, as soon as preparations are completed.

" If we follow the normal procedure, the Government will have to wait until the first session of the new National Assembly for a full report. Therefore, the Government proposes that the National Assembly consider authorizing the National Assembly Standing Committee in some cases as mentioned in the content of policy 2 ," the First Deputy Prime Minister stated.

Regarding policy one, the First Deputy Prime Minister suggested that it is necessary to be more comprehensive so that not only power projects of 110 kV or higher can separate the compensation, support, resettlement and relocation work into independent projects, but also other accompanying projects such as traffic works serving railway exploitation, stations, parking lots... which are items to promote the function of high-speed railways, should also enjoy similar policies.

Concluding the meeting, Vice Chairman of the National Assembly Vu Hong Thanh said that the National Assembly Standing Committee agreed to submit to the National Assembly for consideration and comments on the content submitted by the Government, and requested the drafting agency to absorb comments at the meeting and complete the dossier to send to the National Assembly soon.
