Representative Tran Hoang Ngan (Ho Chi Minh City) assessed that, at this session, the National Assembly has accomplished many tasks in perfecting institutions and fostering development, especially during a period when the country is transforming itself to move towards a new era, an era of national progress.
According to delegates, this is a lengthy session with an enormous workload. The National Assembly is expected to consider and approve more than 50 draft laws and resolutions of normative legal nature, a record number of items approved in a single session… National Assembly delegates have demonstrated a high sense of responsibility, working with the Government to institutionalize the Party's policies, meeting the urgent needs of reality, and creating a legal framework for national development. These are essential and objective requirements in implementing important institutional breakthroughs.
Delegate Nguyen Van Rien (Ho Chi Minh City) assessed that this session has a particularly important meaning, both as a step to summarize a term of many innovations, democracy, responsibility and efficiency, but also as a preparation for the journey of the 16th National Assembly term with more comprehensive and profound requirements.
According to delegates, the volume of work at this session is very large, closely related to the socio-economic development situation and many very important issues of the country. This is the session with the largest number of legislative contents of the 15th National Assembly term, demonstrating the responsibility and actions of the National Assembly in accompanying the Government to promptly institutionalize the Party's major policies.
According to the delegate, one of the highlights of this session is that the National Assembly has significantly reduced the time for reading reports, increased the time for delegates to discuss and debate, express their views on issues of public concern, and express their thoughts, feelings and wishes for solutions to remove difficulties and obstacles for the people... This innovation helps the National Assembly have more conditions to receive maximum contributions from delegates, contributing to improving the quality of legislation.

According to delegate Pham Van Hoa (Dong Thap), there are many innovations at this session. Instead of direct questioning, the National Assembly conducted written questioning. This helps save a lot of time and ensures that the contents that need to be asked and answered are clearly implemented in writing.
In addition, the contents of the draft laws are carefully studied and considered by the Government and the National Assembly before being discussed and approved in accordance with the spirit of the law only regulating issues of a framework and orientation nature, while the issues regulating details and specifics of each content are left for the Government to flexibly manage. This new approach opens up a flexible mechanism in applying and managing the general activities of the Government; at the same time, it will also help prolong the "lifespan" of the law. The law will be reduced in terms of being "outdated" compared to the rapid movements of life, thereby saving costs and creating a legal corridor for national development.
According to the delegate, another new issue at this session is that the delegates spent a lot of time debating in groups, contributing their opinions in the work of building the law in a very democratic and comfortable manner. The law drafting agency also showed a very high spirit of listening and receptiveness, promptly absorbing and revising the contents contributed by the delegates.
In addition, the accountability of the agencies at this Session was clearly demonstrated, demonstrating openness and humanity. Most of the opinions of the delegates were accepted and specifically explained. This has shown a strong mark in the legislative work, and also helped the delegates feel excited when showing responsibility for common issues and making proposals and recommendations in law making.
