Agriculture - Farmers - Rural areas are the pillars of the economy

On the morning of December 10, at the Government headquarters, Prime Minister Pham Minh Chinh chaired the 7th Conference of the Prime Minister's Dialogue with Farmers in 2025, with the theme: Application of science and technology, innovation and digital transformation in farmers.

This is the fourth time in this term that the Prime Minister has had a dialogue with farmers. The conference aims to concretize the implementation of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation and Resolution 68-NQ/TW on private economic development in the new situation. In particular, it implements the direction of General Secretary To Lam on organizing the "Month of listening to people speak".

The conference was held directly at the Government Headquarters, online with 34 provinces and cities, with a total of more than 1,900 delegates. Also attending were: Politburo member, Party Central Committee Secretary, President of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai; Ministers, Heads of ministerial-level agencies; leaders of ministries, central branches and sectors; leaders of provinces and cities; farmers, representatives of typical cooperatives; businesses, experts, scientists.

Reporting on the results of implementing the conclusions of the 2024 Dialogue Conference and summarizing the opinions and proposals of farmers at the 2025 Conference, Chairman of the Central Committee of the Vietnam Farmers' Association, Luong Quoc Doan, stated that before the conference, the Central Committee of the Vietnam Farmers' Association compiled more than 5,000 opinions, proposals, and recommendations from farmers, businesses, and cooperatives sent to the Government and the Prime Minister. These proposals and recommendations have been compiled and focused on five main groups of issues that farmers want the Government to continue to address.

In particular, farmers proposed mechanisms and policies to promote cooperation and transfer of scientific and technological applications in production, harvesting, preservation and processing of agricultural products for farmers; solutions to support training and digital transformation for farmers; policies and solutions on credit, tax and capital support for farmers; solutions and measures to manage and control the quality of agricultural materials, stabilize prices of agricultural input materials; invest in infrastructure for agriculture and rural areas; plan specialized areas, develop brands, key industries and solutions to support farmers to participate...

Speaking at the opening of the dialogue in the last month of 2025 and also the end of the term, expressing his joy at meeting the "soldiers on the agricultural front", Prime Minister Phamh Minh Chinh, on behalf of General Secretary To Lam and other Party and State leaders, sent the best regards and congratulations to the conference delegates.

According to Prime Minister Pham Minh Chinh, in implementing General Secretary To Lam's directive on "3 closes, 4 no's, 5 musts" (close to the people, close to the grassroots, close to the digital space; no formalism, no avoidance, no shirking, no misuse of function; must listen, must dialogue, must set an example, must take responsibility, must report results), the Prime Minister's dialogue with farmers aims to review the results of the four dialogues conducted during this term, as well as to practically concretize the implementation of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation and Resolution 68-NQ/TW on the development of the private economy in the new situation; especially to assess the situation of natural disasters and the remediation of their consequences.

Looking back at 40 years of innovation, the Prime Minister affirmed that agriculture - farmers - rural areas play a particularly important role, supporting the economy, contributing to political stability, social order and safety, controlling inflation, helping Vietnam escape poverty from a poor and backward starting point and affirming the Vietnamese agricultural brand in the international arena; industry brings Vietnam into an upper middle-income country; creating a foundation for applying science, technology, innovation, digital transformation to progress to a high-income developed country by 2045.

With the spirit of "Unity to create strength, cooperation to create mutual benefits, dialogue to gain trust", Prime Minister Pham Minh Chinh hopes that the dialogue will take place frankly, democratically, practically and effectively; providing specific, appropriate and "correct - accurate" answers, contributing to the development of agriculture - farmers - rural areas in the coming time.

According to the program, at the Conference, farmers and cooperatives will raise questions, exchange opinions, and make direct proposals to the Government, the Prime Minister, and leaders of ministries, branches, and localities on issues of concern. Thereby, the Prime Minister will, together with leaders of ministries and branches, listen to, exchange, and discuss issues proposed by farmers to resolve difficulties and problems, and at the same time propose mechanisms and policies to remove them.
