With a majority of delegates voting in favor, on the morning of December 11th, the National Assembly passed a Resolution on a number of special mechanisms and policies to create breakthroughs in the work of protecting, caring for, and improving the health of the people.

The resolution, which was passed and takes effect on January 1, 2026, allows for expanded healthcare benefits and reduced medical costs for citizens.

Accordingly, health insurance participants who are members of near-poor households; and elderly people aged 75 and above who are receiving social retirement benefits are entitled to 100% coverage of medical examination and treatment costs within the scope of their health insurance coverage.

The National Assembly also authorized an increase in the benefit rate for health insurance participants who are beneficiaries of social policies, vulnerable groups, low-income earners, and certain other priority groups.

Another noteworthy point is that the Resolution clarifies the implementation of a policy of waiving basic hospital fees within the scope of benefits for health insurance participants, following a roadmap consistent with the country's socio -economic development, the health insurance fund's balancing capacity, and the increase in health insurance contributions.

Regarding salary and allowance policies for healthcare workers: medical doctors, traditional medicine doctors, dentists, preventive medicine doctors, and pharmacists are classified at salary level 2 upon recruitment into their respective professional positions until new salary regulations are issued.

For those who regularly and directly work in medical professions in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology, they will receive a professional incentive allowance at 100%...

Minimize the tendency to spread investments too thinly.

In her previous report on feedback and explanations, Minister of Health Dao Hong Lan stated that during the group discussion, some opinions suggested that, to ensure feasibility, focus should be placed on key objectives such as effective disease prevention, vaccination, concentrating on primary healthcare, school health, and fundamentally on disease prevention, while ensuring cost-effectiveness and avoiding scattered investments.

In explaining this issue, the Government stated that the program was developed based on a thorough understanding of the guiding principles from Resolution No. 72 of the Politburo, which identifies disease prevention as the central task, primary healthcare as the foundation, preventive medicine as the key, and primary healthcare as the pillar of the healthcare system.

In that spirit, the program does not disperse resources but focuses on fundamental areas with significant ripple effects. Content related to disease prevention and control, immunization, nutrition, clean water, school health , and management of non-communicable diseases in the community is primarily allocated to the project to enhance the capacity of the primary healthcare network and the project to improve the effectiveness of the disease prevention and health promotion system.

The government affirmed that designing the program according to the aforementioned project structure ensures that resources are focused on key objectives, capable of creating significant changes in public health, minimizing scattered investment, and aligning with the requirements of efficiency and cost-effectiveness in the context of limited budget resources.

The resolution stipulates that anyone who commits acts that violate the physical integrity, health, life, or insult the honor and dignity of medical staff shall, depending on the nature and severity of the violation, be subject to disciplinary action, administrative penalties, or criminal prosecution; if damage is caused, compensation must be paid in accordance with the law.
