
Specifically, on December 11, 2025, Deputy Prime Minister Bui Thanh Son signed Decision No. 46/2025/QD-TTg on the complete repeal of Decision No. 53/2012/QD-TTg dated November 22, 2012, of the Prime Minister on the issuance of a roadmap for applying the blending ratio of biofuels with traditional fuels.
The Ministry of Industry and Trade acknowledges that, after nearly a decade of implementation, Decision No. 53/2012/QD-TTg has contributed to paving the way for biofuels in Vietnam; however, it has also revealed many shortcomings as it enters the stage of extensive development, and therefore needs to be replaced.
Clause 2 of Article 15 of Decree No. 146/2025/ND-CP delegates the tasks and powers of the Prime Minister regarding the regulation of the roadmap for applying the blending ratio of biofuels with traditional fuels as stipulated in Clause 19 of Article 9, Clause 16 of Article 15 and Point h of Clause 1 of Article 40 of Decree No. 83/2014/ND-CP to the Ministry of Industry and Trade for implementation.
On November 7, 2025, the Ministry of Industry and Trade issued Circular 50/2025/TT-BCT stipulating the roadmap for applying the blending ratio of biofuels with traditional fuels in Vietnam. Circular 50/2025/TT-BCT takes effect from January 1, 2026.
According to this Circular, biofuels are bio-based fuels including denatured or undenatured fuel ethanol (E100) and bio-based diesel (B100). Traditional fuels are unleaded gasoline (base gasoline) including RON92, RON95, other unleaded gasolines, or diesel fuel (DO) that meets the quality requirements of the law.
In this circular, biofuels are mixtures of fuel ethanol and base gasoline, including E5RON92 and E10 gasoline. Blending biofuels involves adding E100 in varying proportions to base gasoline using in-tank or in-line blending methods, or other suitable blending methods.
Diesel B10 is a mixture of DO and B100, with a B100 content of 9-10% by volume, denoted as B10. Blending biodiesel involves adding B100 to DO at varying ratios using in-tank or in-line blending methods, or other suitable blending techniques.
Circular 50/2025/TT-BCT also clarifies the roadmap for applying the blending ratio of biofuels and traditional fuels. Accordingly, from June 1, 2026, unleaded gasoline (according to the current national technical standards) must be blended into E10 gasoline for use in gasoline engines nationwide.
In addition, the blending and production of E5RON92 gasoline for use in gasoline engines will continue until December 31, 2030.
Directing the promotion of biofuel production, blending, distribution, and use in Vietnam, on November 25, 2025, Deputy Prime Minister Bui Thanh Son requested the Ministry of Industry and Trade to take the lead in coordinating with relevant ministries and agencies to urgently clarify remaining obstacles to ensure feasibility and consistency in the implementation of the roadmap for biofuel production, blending, distribution, and use in Vietnam. Specifically: Assessing the production, supply, and distribution capacity of domestic and imported ethanol sources, costs, and impacts on E10 gasoline prices; reviewing the blending capacity of key enterprises, determining their ability to meet the roadmap requirements, and clarifying responsibilities when supply requirements are not met; determining the scientific basis, the agency responsible for appraisal, and the mechanism for inspection and supervision of the quality and technical safety of E10 gasoline; proposing solutions to manage and ensure that E10 gasoline prices do not adversely affect the lives of people and businesses.
