On December 11th, the Hanoi City Emulation and Commendation Board (Hanoi Department of Internal Affairs) issued a document regarding the publication of information for cases proposed for state-level commendation.
The official document states that, based on the Law on Emulation and Commendation and the Government Decree, the Emulation and Commendation Board of Hanoi City is publishing information to solicit public opinion on the proposal to award the First Class Military Merit Order to Mr. Nguyen Duy Ngoc, Member of the Political Bureau and Secretary of the Hanoi City Party Committee.

According to the official document, Mr. Nguyen Duy Ngoc is recommended for the First Class Military Merit Order for his exceptionally outstanding achievements in implementing Decision No. 06/QD-TTg dated January 6, 2022, of the Prime Minister on the Project for developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030 (Project 06).
Specifically, from August 2019 to June 2024, Mr. Nguyen Duy Ngoc served as Deputy Minister of Public Security; from January 2022 to June 2024, he was Deputy Minister of Public Security and Permanent Deputy Head of the Government's Project 06 Task Force.
The Hanoi City Emulation and Commendation Board is also carrying out the process of reviewing and submitting to the Prime Minister, who will then present to the President, the awarding of the Third-Class Labor Medal to the Department of Science and Technology and Mr. Cu Ngoc Trang, Director of the Hanoi Public Administrative Service Center, for their outstanding achievements in implementing Project 06.
