Develop policies to attract international airlines to Long Thanh Airport.

The Government Office issued Official Letter No. 12290/VPCP-CN dated December 11, 2025, conveying the opinion of Deputy Prime Minister Tran Hong Ha on the implementation of the conclusions of General Secretary To Lam at the site inspection of the Long Thanh International Airport construction project.

In accordance with the directives of General Secretary To Lam in Notice No. 420-TB/VPTW dated November 17, 2025, from the Central Party Office regarding the conclusions of the General Secretary at the site inspection of the Long Thanh International Airport construction project, Standing Committee Member of the Government Party Committee, Deputy Prime Minister Tran Hong Ha requested the Ministries of Public Security, Construction, Finance, Foreign Affairs, Culture, Sports and Tourism, Agriculture and Environment, the People's Committee of Ho Chi Minh City, Dong Nai province, and other relevant agencies to carefully study the directives of General Secretary To Lam in the aforementioned Notice of Conclusion, and based on their assigned functions and tasks, promptly implement them within their authority or propose to the competent authorities any matters exceeding their authority.

In this regard, the Deputy Prime Minister requested the Ministry of Construction to pay attention to the goal of making Long Thanh International Airport the most attractive aviation destination in Southeast Asia, on par with and surpassing leading airports in the region. He instructed the Ministry of Construction to direct the Airports Corporation of Vietnam (ACV) and relevant agencies to develop a set of criteria for evaluating the international competitiveness of Long Thanh International Airport, with particular emphasis on three factors: quality of service and passenger experience; productivity and operational efficiency; and the level of connectivity and transit capacity within the regional aviation network; to be completed before the project begins commercial operation.

The Ministry of Construction directed ACV and relevant agencies to continue evaluating the overall effectiveness of the Project; strictly control quality, safety, and prevent corruption and waste, ensuring that Long Thanh International Airport is truly a transparent and efficient "project of the century"; prepare for the early implementation of phase 2, which involves investing in an additional runway and a second passenger terminal, utilizing existing machinery and resources to quickly increase capacity to 50 million passengers/year and 1.5 million tons of cargo/year; and complete this in the first quarter of 2026. At the same time, it will lead and coordinate with relevant ministries and agencies to review, study, adjust, and finalize the planning of related transportation infrastructure systems (road, rail, and waterway) in 2026. Accelerate the implementation and early completion of the Bien Hoa - Vung Tau, Ben Luc - Long Thanh expressways, and the Ho Chi Minh City ring roads 3 and 4… ensuring multimodal infrastructure connectivity between the sub-districts and central urban areas of Ho Chi Minh City and Dong Nai.

The Ministry of Finance shall take the lead in researching and advising the Prime Minister on the necessary adjustments, updates, and additions to the Southeast Region Planning for the period 2021-2030, with a vision to 2050, and report to the Prime Minister in January 2026.

The Ministry of Finance and the Ministry of Construction, based on their assigned functions and tasks, shall direct ACV and relevant agencies to develop policies to attract international airlines to operate there; paying attention to the following: establishing internationally competitive fee and service mechanisms for ground handling, maintenance, and cargo transshipment; and simultaneously implementing a global marketing and promotion strategy to make Long Thanh International Airport a preferred destination for international airlines and a new gateway for Vietnam to the world; completing this before the project begins commercial operation.

The Deputy Prime Minister requested the People's Committees of Ho Chi Minh City and Dong Nai province to urgently update and supplement the planning for the period 2021-2030, with a vision to 2050, ensuring consistency with regional and sectoral planning, especially for planning in the transportation sector.

Accelerate investment preparation and commence construction of the Thu Thiem - Long Thanh light rail line and the Suoi Tien - Dong Nai Provincial Administrative Center - Long Thanh Airport metro line, directly connecting Ho Chi Minh City's inner-city metro with Long Thanh International Airport in 2026.

The People's Committee of Ho Chi Minh City and Dong Nai Province will preside over and coordinate with the Ministry of Construction, the Ministry of Finance, and relevant agencies to study and develop a regional passenger and logistics transit center plan right at the airport area in 2026; building a modern and integrated aviation service ecosystem, including: accommodation, hotels, conference centers, commercial areas, medical facilities, training, maintenance, technical logistics, a duty-free zone, and supporting financial services, aiming to form "Long Thanh Airport City," becoming a service, logistics, and transit center in Southeast Asia.

The Ministry of Construction, in its role as the state management agency in the field of transportation and as the focal agency for managing the comprehensive project, will report to the Prime Minister on the results of implementing the directives of the General Secretary in Notice 420-TB/VPTW mentioned above in the first quarter of 2026.
