Long Thanh International Airport aims to reach a capacity of 100 million passengers/year

(Chinhphu.vn) - The goal of building Long Thanh International Airport is to become an important international airport of the country, aiming to become one of the international air transit centers of the region. The investment in construction of the Project's items is to achieve a capacity of 100 million passengers/year and 5 million tons of cargo/year.

Minister of Construction Tran Hong Minh presented the Proposal on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport.

The National Assembly listened to the presentation of the Proposal and Verification Report on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport on the morning of December 8.

Minister of Construction Tran Hong Minh presented the Proposal on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport.

Accordingly, the goal of building Long Thanh International Airport to reach level 4F according to the classification of the International Civil Aviation Organization (ICAO), is an important international airport of the country, aiming to become one of the international air transit centers of the region. The investment in construction of the Project's items is to achieve a capacity of 100 million passengers/year and 05 million tons of cargo/year.

The project uses part of the State budget capital, official development assistance (ODA) capital, capital from equitization of State-owned enterprises in the aviation industry, corporate capital, investment capital in the form of public-private partnership (PPP) and other types of capital according to the provisions of law.

The project applies modern technologies in construction, management and operation like advanced international airports in the world , ensuring synchronous exploitation capacity according to the criteria of safety, convenience, quality and efficiency.

The land area of ​​the Project is 5,000 hectares, of which the land area for construction of airport infrastructure is 2,750 hectares; the land area reserved for national defense is 570 hectares and the land area for construction of aviation infrastructure for joint military and civil use is 480 hectares; the land area for auxiliary items and aviation industry, other commercial works is 1,200 hectares.

The implementation schedule of the Long Thanh International Airport project includes 3 phases. Phase 1 includes investment in the construction of 2 runways in the North and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year, 1.2 million tons of cargo/year; completed and put into operation by December 31, 2026 at the latest.

Phase 2 is to continue investing in building an additional open-configuration runway and a passenger terminal to reach a capacity of 50 million passengers/year and 1.5 million tons of cargo/year.

Phase 3 includes completing the Project's items to reach a capacity of 100 million passengers/year and 5 million tons of cargo/year. The Government directed the preparation of a feasibility study report for each phase of the Project and report to the National Assembly for approval before deciding on investment.

Minister of Construction Tran Hong Minh said that the Government proposed that the National Assembly consider and adjust the content of Clause 6, Article 2 of Resolution No. 94/2015/QH13 to "Allow the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval".

According to the 2014 Law on Public Investment (Clause 1, Article 44), the Prime Minister decides to invest in important national projects whose investment policies have been decided by the National Assembly without having to go through the National Assembly before deciding to invest.

However, because the Long Thanh International Airport Project is very large in scale, complex in nature, implemented for the first time, and the investment plan has not yet been determined, based on Clause 2, Article 8 of Resolution No. 49/2010/QH12 dated June 19, 2010 of the National Assembly on important national projects and works submitted to the National Assembly for investment policy decision, the National Assembly requested in Clause 6, Article 2 of Resolution No. 94/2015/QH13 as follows: "The Government directs the preparation of a feasibility study report for each stage of the Project and reports to the National Assembly for approval before deciding on investment".

Based on the above report, the Government recommends that the National Assembly consider and adjust the content of Clause 6, Article 2 of Resolution No. 94/2015/QH13 dated June 25, 2015 on the investment policy of the Long Thanh International Airport Project and include it in the content of the Joint Resolution of the 10th Session, 15th National Assembly as follows: "Allow the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval".

Promote decentralization and delegation of power

On behalf of the agency examining the adjustment of the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of the Long Thanh International Airport Project, Chairman of the Economic and Financial Committee Phan Van Mai said that the Committee recognized that the National Assembly had decided on the investment policy of the Project in Resolution No. 94/2015/QH13 according to the provisions of the Law on Public Investment No. 49/2014/QH13 and Resolution No. 49/2010/QH12 dated June 19, 2010 of the National Assembly on important national projects and works submitted to the National Assembly for decision on investment policy.

Accordingly, the Project Feasibility Study Report will be submitted to the Prime Minister for consideration and decision in accordance with the provisions of Point a, Clause 1, Article 39 and Clause 1, Article 44 of the 2014 Law on Public Investment. However, at the time of deciding on the investment policy for the Project, the National Assembly decided on the time and roadmap for implementing the Project in 03 phases, and at the same time stipulated in Clause 6, Article 2 of Resolution No. 94/2015/QH15 the content "The Government directs the preparation of a feasibility study report for each phase of the Project and reports to the National Assembly for approval before deciding on investment".

At that time, the National Assembly's decision was well-founded, based on the provisions of Clause 2, Article 8 of Resolution No. 49/2010/QH12 and ensuring caution because the Project had a very large total investment capital, the implementation period lasted for many years, was very large in scale, was complex in nature, was implemented for the first time, had a profound impact on socio-economic development and the investment plan had not yet been determined.

According to Chairman of the Economic and Financial Committee Phan Van Mai, up to now, the Project has basically met the requirements set by the National Assembly. At the same time, during the implementation of Phase 1 of the Project, based on the Government's proposal to adjust the investment phase of the construction of the second runway of the Project from Phase 3 to Phase 1, the National Assembly has "allowed the Government to organize the approval of the Feasibility Study Report to adjust Phase 1 of the Project according to its authority without having to report to the National Assembly for approval" (stipulated in Point a, Clause 11 of Resolution No. 174/2024/QH15 of the National Assembly on the 8th Session, 15th National Assembly).

In addition, the research and implementation of investment in Phase 2 of the Project has also been determined in Conclusion No. 199-KL/TW dated October 10, 2025 at the 13th Conference of the 13th Party Central Committee on socio-economic development in 2025 - 2026 and Resolution No. 244/2025/QH15 dated November 13, 2025 of the National Assembly on the Socio-Economic Development Plan for 2026.

For the above reasons, the Economic and Financial Committee believes that the Government's proposal is well-founded and consistent with current legal provisions and the implementation of the Party's policy on promoting decentralization and delegation of power to meet the requirements of national development in the new era; regulations on promoting decentralization, delegation of power, simplifying and shortening the time for preparing Feasibility Study Reports and deciding on investment in important national projects in Clause 1, Article 43 of the Law on Public Investment 2024 (amended and supplemented in 2025).

Regarding the proposal to include the content "Allowing the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval" in the Resolution of the 10th Session of the 15th National Assembly, the Economic and Financial Committee agrees with the Government's proposal to include the proposed content in the Resolution of the 10th Session of the 15th National Assembly, similar to other adjusted contents related to the Long Thanh International Airport Project that have also been decided by the National Assembly in a number of joint Resolutions at previous sessions.
