According to the National Assembly's working plan, this morning, December 8, the Minister of Construction , authorized by the Prime Minister, presented a Report on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport.

The Minister of Finance , authorized by the Prime Minister, presented a Report on 4 contents: the draft Law on amending and supplementing a number of articles of the Law on Value Added Tax; the draft Resolution of the National Assembly on specific mechanisms and policies to implement large projects in the capital; on supplementing the second phase of the state budget (foreign non-refundable capital) in 2025; the amendment and supplement of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

The Chairman of the National Assembly's Economic and Financial Committee presented the Verification Report on the above 5 contents.

After that, the National Assembly discussed in the hall the draft Resolution of the National Assembly on specific mechanisms and policies to implement major projects in the capital; the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; the second round of state budget supplementation (foreign non-refundable capital) in 2025.

The Minister of Finance explained and clarified a number of issues raised by National Assembly deputies.

From 11:00 to 11:45, the National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Law on Value Added Tax.

In the afternoon, the National Assembly continued working in the hall.

The Minister of Construction, authorized by the Prime Minister, presented a report and the Chairman of the National Assembly's Economic and Financial Committee presented a report on the examination of a number of specific mechanisms and policies, especially applicable to the high-speed railway project on the North-South axis.

The National Assembly then discussed in the hall the draft Resolution of the National Assembly on the mechanism and policy for national energy development in the 2026-2030 period. The Minister of Industry and Trade explained and clarified a number of issues raised by National Assembly deputies.

From 3:50 p.m. to 5:30 p.m., the National Assembly discussed in the hall a number of specific mechanisms and policies, especially applicable to the high-speed railway project on the North-South axis; investment policy for the Gia Binh International Airport Construction Investment Project; investment policy for the Vinh - Thanh Thuy Expressway Construction Investment Project; adjustment of the content of Resolution No. 94/2015/QH13 of the National Assembly on investment policy for Long Thanh International Airport; amendment and supplementation of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.

The Minister of Construction and the Minister of Finance explained and clarified a number of issues raised by National Assembly deputies./.
