On the morning of December 8, at the 10th Session of the 15th National Assembly , Minister of Construction Tran Hong Minh, authorized by the Prime Minister, presented a Report on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport.
Accordingly, the Government proposed that the National Assembly allow the Government to organize the approval of the Feasibility Study Report for Phase 2 of the Project under its authority without having to report to the National Assembly for approval.
According to the Government's submission, the 2014 Law on Public Investment stipulates that the Prime Minister decides to invest in important national projects whose investment policies have been decided by the National Assembly without having to go through the National Assembly before deciding to invest.
However, because the Long Thanh International Airport Project is very large in scale, complex in nature, implemented for the first time, and the investment plan has not yet been determined, in Resolution No. 94/2015/QH13, the National Assembly requested the Government to direct the preparation of a feasibility study report for each phase of the Project and report to the National Assembly for approval before deciding on investment.

The investment results of Phase 1 with 4 component projects show that the project has selected different investors/investors to implement in accordance with the nature of each project, ensuring national defense, security and interests of the State, the interests of the Nation; ensuring State management according to the provisions of the law on civil aviation and use for military purposes in accordance with the requirements in Clause 3, Article 1 of Resolution No. 95/2019/QH14.
In addition, there was also a precedent in the implementation of Phase 1: In 2024, based on the Government's proposal to adjust the investment phase of the construction of the second runway of the Project from Phase 3 to Phase 1, the National Assembly "allowed the Government to organize the approval of the Feasibility Study Report to adjust Phase 1 of the Project according to its authority without having to report to the National Assembly for approval" in Clause 11 of Resolution No. 174/2024/QH15 dated November 30, 2024.
Although the Feasibility Study Report for Phase 1 of the Project has projected the research and investment period for Phase 2 (including the third runway and the second passenger terminal) to be from 2028 to 2032. However, with the GDP growth scenario set out from 2026 reaching double digits, the passenger volume through airports in general, especially Long Thanh International Airport in particular, will increase faster than previously forecast. Therefore, the Government recommends that the Phase 2 investment research should be organized earlier than expected.
In addition, the research and investment in the third runway in Phase 2 will take advantage of the available labor, machinery and equipment of the contractors currently constructing, thereby saving time, costs, shortening progress and improving construction investment efficiency; at the same time, contributing to minimizing impacts on Port operations such as dust and noise caused by Phase 2 construction activities.
According to the approved investment policy and planning, Phase 2 of the Project is expected to invest in 1 runway, 1 passenger terminal with a capacity of 25 million passengers/year and synchronous works to meet exploitation needs.
Minister Tran Hong Minh said that, based on the organization and investment form of the component projects of Phase 1, the Government plans to assign ACV as the investor of essential works and other works of Phase 2 (3rd runway, taxiway system, aircraft parking lot, passenger terminal...), VATM as the investor of works ensuring flight operations of Phase 2 (DVOR/DME station, surveillance radar system, weather radar...).
In the review report, the Economic and Financial Committee said that the above proposal of the Government is well-founded and agreed to include this content in the Resolution of the 10th Session of the 15th National Assembly.
According to the Economic and Financial Committee, Resolution 94/2015/QH15 required the Government to direct the preparation of a feasibility study report for each phase of the Project and report to the National Assembly for approval before deciding on investment. At that time, the National Assembly's decision was well-founded because the Project had a very large total investment capital, a long implementation period of many years, a very large scale, a complex nature, was implemented for the first time, had a profound impact on socio-economic development and had not yet shaped the investment plan.
Up to now, the Project has basically met the requirements set by the National Assembly. At the same time, during the implementation of Phase 1 of the Project, based on the Government's proposal to adjust the investment phase of the construction of the second runway of the Project from Phase 3 to Phase 1, the National Assembly has "allowed the Government to organize the approval of the Feasibility Study Report to adjust Phase 1 of the Project according to its authority without having to report to the National Assembly for approval".
In addition, the research and implementation of investment in Phase 2 of the Project has also been determined in Conclusion No. 199-KL/TW dated October 10, 2025 at the 13th Conference of the 13th Party Central Committee on socio-economic development in 2025-2026 and Resolution No. 244/2025/QH15 dated November 13, 2025 of the National Assembly on the Socio-Economic Development Plan in 2026.
Many opinions also believe that the above regulation is consistent with the policy of promoting decentralization and delegation of power, meeting the requirements of national development in the new era. However, some opinions suggest that the Government take responsibility for the proposed contents, ensuring the correct progress, quality and investment efficiency of the Project.
