VinSpeed ​​has been assigned by Ho Chi Minh City to build the nearly $4 billion Ben Thanh - Can Gio railway line.

(Dan Tri Newspaper) - The Ho Chi Minh City People's Committee also announced that the Ben Thanh - Can Gio high-speed railway project has fully met the conditions to hold the groundbreaking ceremony on December 19th.

The Ho Chi Minh City People's Committee has just issued Decision No. 3055/QD-UBND approving the investment policy and simultaneously approving the investor for the Ben Thanh - Can Gio railway project. The decision assigns Vinspeed High-Speed ​​Railway Investment and Development Joint Stock Company as the investor.

Reportedly, this is the first high-speed railway line connecting the center of Ho Chi Minh City with Can Gio district, with a preliminary total investment of over 102,400 billion VND, not including nearly 12,800 billion VND for compensation and land clearance costs guaranteed by the State budget.

The route passes through important areas such as Ben Thanh, Khanh Hoi, Xom Chieu, Tan Thuan, Tan My, Nha Be, Binh Khanh, An Thoi Dong, and Can Gio. The total land area for the project is approximately 328 hectares, including residential land, agricultural land, transportation land, land for production and business, and a significant area of ​​protective forest. Of this, 6.57 hectares are directly affected, and over 118 hectares are temporarily used for construction.

In terms of financing, Vinspeed will contribute nearly VND 15,400 billion within 48 months from the date of investment approval; the remaining amount, equivalent to over VND 87,000 billion, will be mobilized from credit institutions and other legal sources of capital.

Regarding the implementation schedule, compensation and land clearance work will begin in the fourth quarter; after being handed over the cleared land, the investor must complete construction and put the railway line into operation within 30 months, i.e., in 2028.

In the event that the city is unable to allocate funds for land compensation in 2026, the investor will have to make an advance payment and will be reimbursed according to regulations. Ho Chi Minh City also requires the investor to closely coordinate with relevant departments to ensure consistency in planning and connectivity with Metro Lines 1, 2, and 4 and other major infrastructure projects.

The Ho Chi Minh City People's Committee also outlined 33 groups of obligations for investors, ranging from ensuring financial capacity and capital mobilization capacity to completing land procedures, site clearance, environmental impact assessment, forest protection, heritage preservation, and full compliance with technical standards.

The Ho Chi Minh City People's Committee also announced that the Ben Thanh - Can Gio metro project has fully met the conditions to hold the groundbreaking ceremony on December 19th.

If the project fails to meet the conditions for converting protected forest land or rice paddy land, the city will consider terminating the project in accordance with regulations. Relevant departments are tasked with strictly monitoring the project to ensure it is implemented according to plan, schedule, and law, while minimizing its impact on the environment and community life.

The Ben Thanh - Can Gio railway line is expected to create a major boost for Ho Chi Minh City's transportation infrastructure, expanding development space to the south, reducing pressure on the Nguyen Huu Tho - Rung Sac road axis, and increasing access to the Can Gio coastal tourism urban area.

Upon completion, this high-speed railway line is expected to significantly shorten travel time from the city center to Can Gio beach, contributing to the socio -economic and tourism development of the locality, and supporting the shaping of a mass public transport system in accordance with Ho Chi Minh City's long-term plan.
