The Ho Chi Minh City People's Committee has just issued Decision No. 3055/QD-UBND on approving the investment policy and investor for the Ben Thanh - Can Gio railway project. The decision assigned Vinspeed High-speed Railway Investment and Development Joint Stock Company as the investor.
It is known that this is the first high-speed railway connecting the center of Ho Chi Minh City with Can Gio district, with a total preliminary investment of more than 102,400 billion VND, not including nearly 12,800 billion VND in compensation and site clearance costs guaranteed by the State budget.
The route passes through important areas such as Ben Thanh, Khanh Hoi, Xom Chieu, Tan Thuan, Tan My, Nha Be, Binh Khanh, An Thoi Dong and Can Gio. The total land area for the project is about 328 hectares, including residential land, agricultural land, traffic land, production and business land and many protective forest areas. Of which, 6.57 hectares are directly affected and more than 118 hectares are temporarily used for construction.
Regarding finance, Vinspeed contributed nearly VND15,400 billion within 48 months from the date of investment policy approval; the remaining amount, equivalent to more than VND87,000 billion, was mobilized from credit institutions and other legal capital sources.
Regarding the implementation progress, compensation and site clearance work will start in the fourth quarter; after being allocated clean land, the investor must complete construction and put the railway into operation within 30 months, that is, in 2028.
In case the city has not yet arranged capital for land compensation in 2026, the investor will have to make an advance payment and be reimbursed according to regulations. Ho Chi Minh City also requires the investor to coordinate closely with departments and branches to ensure synchronization in planning, connection with Metro Lines 1, 2, 4 and other major infrastructure projects.

The Ho Chi Minh City People's Committee also set out 33 groups of obligations for investors, from the responsibility to ensure financial capacity and capital mobilization capacity, to completing land procedures, site clearance, environmental impact assessment, forest protection, heritage conservation and full compliance with technical regulations.
The Ho Chi Minh City People's Committee also said that the Ben Thanh - Can Gio metro project has met all the conditions to hold a groundbreaking ceremony on December 19.
If the project fails to meet the conditions for changing the purpose of using protective forest land or rice land, the city will consider terminating the project according to regulations. Relevant departments and branches are assigned the task of strictly monitoring, ensuring that the project is implemented according to the plan, on schedule, in accordance with the law and minimizing the impact on the environment and community life.
The Ben Thanh - Can Gio railway line is expected to create a big boost for Ho Chi Minh City's traffic infrastructure, expand development space to the South, reduce pressure on Nguyen Huu Tho - Rung Sac route and increase accessibility to Can Gio coastal tourist urban area.
When completed, this high-speed railway is expected to significantly shorten travel time from the city center to Can Gio beach, contributing to promoting local socio -economic development and tourism, while supporting the formation of a mass public transport system according to Ho Chi Minh City's long-term planning.
Previously, in a report sent to the Standing Committee of the Party Committee of the Ho Chi Minh City People's Committee on the list of key projects to welcome the 14th National Congress of Delegates, the Ho Chi Minh City People's Committee said that the Ben Thanh - Can Gio metro project has met all the conditions to hold a groundbreaking ceremony on December 19.
