
On the morning of December 8, continuing the 10th Session, the National Assembly listened to the Government's Submission and the Verification Report of the National Assembly's Economic and Financial Committee on the draft Resolution expanding the scope of application of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province for projects and land in inspection, examination and judgment conclusions with similar legal situations nationwide.
Presenting the report, Minister of Finance Nguyen Van Thang said that the issuance of the Resolution expanding the scope of application of Resolution No. 170/2024/QH15 is extremely necessary, the main purpose is to institutionalize the Party's policy on removing obstacles for projects that have been concluded with inspections, examinations, and judgments nationwide, in order to completely resolve long-standing backlog projects, unblock investment resources, and maximize the value of land resources.
In fact, the results of implementing Resolution No. 170/2024/QH15 in 5 localities ( Hanoi , Ho Chi Minh City, Da Nang, Khanh Hoa, Tay Ninh) as of December 1, 2025 have shown clear effectiveness such as: Completed processing of 1,759/2,161 projects, real estate, reaching 81.39%; total investment capital value of about 220,433 billion VND; put 6,101.51 hectares of land into exploitation and use.
This result affirms that the policy of removing obstacles is very effective, suitable to practical needs, contributing to unlocking resources to promote economic development and combat waste.
During the implementation process, the Government's Steering Committee 751 reviewed and compiled 1,104 projects and lands nationwide with similar legal situations that required special mechanisms to be applied to resolve.

The Minister of Finance affirmed that the expansion of the resolution will create a legal basis to promptly handle difficulties and obstacles for projects with long-standing backlogs in inspection, examination and judgment conclusions with similar legal situations nationwide.
This aims to unlock backlog investment resources, overcome waste, and serve the goal of high economic growth.
The Government submitted to the National Assembly a Resolution to expand the scope of application of specific mechanisms and policies, applying nationwide to projects and land in inspection, examination and judgment conclusions with similar legal situations.
The subject of application of the resolution will be similar to Resolution No. 170/2024/QH15, but additional provisions will be added for projects and land whose violations were determined before the effective date of this resolution to avoid continuing to handle newly arising violations.
The Government is assigned to provide guidelines for implementation and promulgate a specific list of applicable projects, and to set implementation time limits for each specific policy. The Government affirms that the resolution will basically inherit available resources, without creating additional apparatus and personnel for implementation.
Presenting the audit report, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai emphasized that the committee basically agreed with the necessity of issuing a resolution and proposed a number of issues that needed discussion and clarification.

Regarding the form of resolution issuance, the first type of opinion is that the Government proposes to issue a separate resolution of the National Assembly. However, after examination, the second type of opinion suggests that after the National Assembly gives its opinion, this content will be included in the Resolution of the 10th Session.
Regarding the scope of regulation and implementation principles, the Economic and Financial Committee proposed clarifying the regulations on the application of the resolution to projects with violations before the resolution takes effect.
The Economic and Financial Committee proposed to review the implementation principles (Article 2) to ensure that there is no duplication and no misunderstanding compared to the principles stipulated in Conclusion No. 77-KL/TW and Resolution No. 170/2024/QH15.
Regarding implementation, Chairman Phan Van Mai said that the committee agreed with the Government's decision to issue a list of applicable projects, but proposed to clearly stipulate that the Government is fully responsible for the accuracy, completeness, and honesty of the list of projects, land, etc.
