On the afternoon of December 8, at the Party Central Committee Headquarters, General Secretary To Lam received Director of the Russian Presidential Academy Aleksey Komissarov, who is on a working visit to Vietnam at the invitation of the Ho Chi Minh National Academy of Politics .
General Secretary To Lam welcomed the Director of the Russian Presidential Academy and the high-ranking delegation to visit Vietnam; highly appreciated the role of the Academy, the leading training institution of the Russian Federation in the field of state administration, public policy planning and preparation of senior leaders and civil servants.
The General Secretary stressed that Vietnam always attaches importance to the good traditional cooperative relationship with Russia, in which cooperation in personnel training is an important pillar, contributing to improving the quality of human resources to serve the cause of national construction and protection in the new situation.
General Secretary To Lam expressed his gratitude to the Russian Academy and Universities for supporting Vietnam in training cadres over the past decades. Most of these cadres have returned and practically served the construction and development of Vietnam. Many have held very important positions in the country's political system.
General Secretary To Lam highly appreciated the cooperation programs between the Ho Chi Minh National Academy of Politics and the Russian Presidential Academy of Public Administration in recent times; he believed that the delegation's visit and work will contribute to further promoting cooperation between the two academies and the functional agencies of the two countries, while opening up many new prospects in training, fostering officials, scientific research and multi-faceted cooperation.
Affirming that the Party and State of Vietnam always create conditions to expand cooperation between training and research institutions in the fields of high technology, innovation, digital transformation and other new fields, General Secretary To Lam suggested that the two Academies continue to promote the achieved results; expand joint training programs on public administration, political theory, administrative reform, strategic management, digital transformation in the civil service system and leadership capacity at high levels. At the same time, encourage increased exchanges of lecturers, postgraduates and students; organize scientific forums to share experiences in building a rule-of-law state, modern governance and national development management.

The Director of the Russian Presidential Academy sincerely thanked General Secretary To Lam for taking the time to receive him and his delegation; respectfully conveyed the regards and best wishes of health from the high-ranking leaders of the Russian Federation to the General Secretary.
Mr. Komissarov expressed his honor to join the Board of Directors and the school's staff in welcoming the General Secretary to visit and work at the Academy in May 2025 within the framework of the General Secretary's official visit to Russia, affirming that this is the deep concern that the General Secretary has for the Academy in particular and for the education and training cause in general.
He emphasized that the General Secretary's policy speech at the Academy left a strong impression and inspired the leadership, professors, lecturers and students of the Academy; respectfully announced that according to the wishes of the collective, the Academy's Board of Directors has decided to name the lecture hall where the General Secretary delivered his speech as the Lecture Hall named after "Comrade To Lam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam."
At the same time, the Director of the Academy emphasized that awarding General Secretary To Lam the title of Honorary Professor is not only a symbol of affection and respect, but also an important foundation contributing to promoting cooperation between the two countries and between the Academy and training institutions in Vietnam. This is also a driving force for the Academy to continue to innovate and improve training quality, meeting development requirements in the new context.
Mr. Komissarov also highly appreciated and congratulated Vietnam on its great achievements in building a socialist rule-of-law state, administrative reform, socio-economic development and international integration. He emphasized that these achievements are the inspiration for many research and academic exchange programs at the Academy.
Mr. Komissarov expressed his hope that the two academies would continue to expand cooperation in the fields of training public policy researchers, as well as increase the exchange of delegations of experts and scholars to share international experiences. He said that promoting cooperation in education and training in the current context would contribute to creating high-quality human resources, making practical contributions to the development of each country.
The two sides agreed to appreciate the vision and attention of President Ho Chi Minh and generations of leaders of the two countries in promoting educational cooperation; discussed and agreed to expand cooperation between the Russian Presidential Academy and the Ho Chi Minh National Academy of Politics and other training institutions of Vietnam to continue the tradition of good and effective cooperation between the two countries in this field, contributing to strengthening and further deepening the Comprehensive Strategic Partnership between Vietnam and the Russian Federation.
Increasing exchanges, connecting experts and implementing interdisciplinary research programs will create opportunities for both sides to support and complement each other, making practical contributions to enhancing potential and promoting stable and sustainable development of bilateral relations in the new period./.
