Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session at the Hall, carrying out the following contents:

Content 1 :

(1) The National Assembly listened to Minister of Construction Tran Hong Minh, authorized by the Prime Minister, present the Report on adjusting the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport.

(2) The National Assembly listened to Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present the Report on 04 contents: the draft Law on amending and supplementing a number of articles of the Law on Value Added Tax; the draft Resolution of the National Assembly on specific mechanisms and policies to implement large projects in the capital; on supplementing the second phase of the state budget (foreign non-refundable capital) in 2025; the amendment and supplement of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

(3) The National Assembly listened to the Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai present the Verification Report on 05 contents: the draft Law amending and supplementing a number of articles of the Law on Value Added Tax; the draft Resolution of the National Assembly on specific mechanisms and policies to implement major projects in the capital; the adjustment of the content of Resolution No. 94/2015/QH13 of the National Assembly on the investment policy of Long Thanh International Airport; on the second round of state budget supplementation (foreign non-refundable capital) in 2025; the amendment and supplement of Resolution No. 170/2024/QH15 dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in Ho Chi Minh City, Da Nang City, and Khanh Hoa Province.

After that, the National Assembly discussed in the Hall about: the draft Resolution of the National Assembly on specific mechanisms and policies to implement major projects in the capital; the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; on the second round of state budget supplementation (foreign non-refundable capital) in 2025. At the discussion session, 18 delegates spoke; 01 delegate debated; the majority of National Assembly delegates agreed with many contents of the 03 draft Resolutions. In addition, delegates focused on giving opinions on the following contents:

- Draft Resolution of the National Assembly on specific mechanisms and policies to implement major projects in the capital: Delegates focused on discussing : scope of regulation; authority to decide and approve investment policies; select investors and contractors; start construction; policies on planning and architecture; land recovery, land allocation and land lease; capital mobilization mechanism for project implementation; measures to ensure urban order, social order and safety; measures to renovate, refurbish and reconstruct urban areas; implementation provisions.

- Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City : Delegates focused on discussing: urban development mechanism according to TOD model; TOD mechanism and BT contract payment by land fund; land recovery, land recovery preparation and general planning mechanism; revenue sharing ratio from TOD land fund; priority list and mechanism to attract strategic investors; monitoring method; implementation efficiency; investment decentralization, investment attraction; decentralization of policy development to attract high-quality human resources in key sectors; decentralization and delegation of power between the central government and the two cities, between agencies and levels of government of the two cities;... In addition, some delegates suggested reviewing and eliminating all regulations that make the specific mechanisms unfeasible; not listing but only stipulating principles and criteria and then assigning them to the City People's Council to decide; It is necessary to place the policies and highlights of Ho Chi Minh City in the overall development of the Southeast region and the whole country in general to come up with appropriate policies; for railway projects such as Ben Thanh - Suoi Tien, Tham Luong - Ben Thanh - Thu Thiem, other projects that can connect to Ho Chi Minh City should enjoy the mechanism as in Resolution 98/2023/QH15 to resolve the problems, further promote regional connectivity and solve economic development problems of localities in this region.

- Draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city : Delegates focused on discussing: piloting the urban development model in the direction of public transport development (TOD); the preparation, appraisal and approval of detailed plans for construction investment projects in the city; streamlining planning procedures and processes; ...

At the end of the discussion, Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.

- Content 2 : The National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Law on Value Added Tax.

AFTERNOON :

Under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session at the Hall, carrying out the following contents:

- Content 1 : The National Assembly listened to Minister of Construction Tran Hong Minh, authorized by the Prime Minister, present the Proposal and listened to Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai present the Verification Report on a number of specific mechanisms and policies applicable to the high-speed railway project on the North-South axis. After that, the National Assembly discussed in the Hall the draft Resolution of the National Assembly on mechanisms and policies for national energy development in the period 2026 - 2030. At the discussion session, 12 delegates spoke; the majority of National Assembly delegates agreed with many contents of the draft Resolution. In addition, delegates focused on giving opinions on the following contents: scope of regulation; subjects of application; interpretation of terms; principles and bases for flexible adjustment of the Power Development Plan, plans for developing the power supply network in the Provincial Plan; investment in construction of power projects; Investing in the construction of infrastructure serving the operation of the power system and the electricity market; developing small modular nuclear power; surveying offshore wind power projects to establish investment policies; documents approving investment policies for offshore wind power business investment projects; approving investors for offshore wind power projects; authority to approve investment policies and select investors for offshore wind power business; investment guarantee, incentives and support for offshore wind power projects; direct electricity purchase and sale mechanism; mechanism for handling slow-progressing electricity business investment projects; petroleum reserves; implementation provisions.

Morning : The National Assembly holds a plenary session at the Hall, listening to : (1) 05 Reports and Inspection Reports on: crime prevention and control work and law violations in 2025; work in 2025 of the Chief Justice of the Supreme People's Procuracy; work of the People's Court in 2025; work of execution of judgments in 2025; (2) Reports and Inspection Reports on corruption prevention and control work in 2025; (3) Reports on results of citizen reception, handling of petitions and letters and supervision of the settlement of complaints and denunciations sent to the National Assembly in 2025; (4) Reports and Inspection Reports on citizen reception, settlement of administrative complaints and denunciations in 2025. After that, the National Assembly discussed in the Hall about: ( 1 ) Work reports of the Chief Justice of the Supreme People's Court; Chief Justice of the Supreme People's Procuracy; crime prevention and control work and law violations; work of execution of judgments; Anti-corruption work in 2025; ( 2 ) Results of monitoring the settlement of voters' petitions sent to the 9th Session of the 15th National Assembly; ( 3 ) Results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2025.

Afternoon : The National Assembly held a plenary session in the Hall, listened to the Report and the Verification Report on the adjustment to reduce the 2025 economic career expenditure estimate assigned to the Ministry of Construction to supplement with targets for the People's Committees of provinces and centrally run cities to overcome the consequences of natural disasters in the road sector (2nd time); discussed in the Hall about: Draft Law on amending and supplementing a number of articles of the Law on Value Added Tax; the adjustment to reduce the 2025 economic career expenditure estimate assigned to the Ministry of Construction to supplement with targets for the People's Committees of provinces and centrally run cities to overcome the consequences of natural disasters in the road sector (2nd time). After that, the National Assembly held a separate meeting, listened to the Report and Verification Report on the implementation of the Politburo's conclusion on the policy and handling plan for the Phuong Nam Pulp Mill Project./.
