Vietnam and the Russian Federation strengthen cooperation in training, fostering and assessing the capacity of officials.

On the afternoon of December 8, in Hanoi, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council received and worked with Mr. Alexey Komissarov, Director of the Academy of Public Administration and National Economics under the President of the Russian Federation (Ranepa).

At the reception, Comrade Nguyen Xuan Thang emphasized that Vietnam and the Russian Federation have a strong traditional friendship, the two countries have just celebrated the 75th anniversary of the establishment of diplomatic relations; the comprehensive strategic partnership between Vietnam and the Russian Federation has been increasingly consolidated, developed more deeply, substantially and effectively, especially after the visit of General Secretary To Lam to the Russian Federation.

At the reception, Director of Ranepa Academy Alexey Komissarov shared that immediately after the two sides signed the memorandum of understanding in May 2025 under the witness of the leaders of the two countries, the two Academies immediately implemented specific activities. To date, the two sides have effectively implemented 4 cooperation programs. In September 2025, the Ho Chi Minh National Academy of Politics organized a training course and exchanged topics for 35 leaders, managers at the department and deputy minister levels from ministries, branches and localities of the Russian Federation. The training course was a great success. Last October, Ranepa Academy welcomed a delegation of 38 leaders, lecturers and experts from units under the Ho Chi Minh National Academy of Politics and leaders of a number of provincial and municipal political schools to research, survey, study and exchange topics successfully in the Russian Federation.

Currently, the Academy of Public Administration and National Economics under the President of the Russian Federation is coordinating with the Ho Chi Minh National Academy of Politics to organize a training and exchange program for senior civil servants of the Russian Federation at the Ho Chi Minh National Academy of Politics.

Director of Ranepa Academy Alexey Komissarov expressed his hope that in 2026 and the following years, the two sides would continue to maintain and increase the exchange of working delegations and cooperation in training officials; and suggested that the two sides promote cooperation in research and application of technology to assess expertise and capacity for officials and civil servants developed by Ranepa. Director of Ranepa Academy Alexey Komissarov affirmed his willingness to share experience and transfer this technology.

Sharing about Vietnam's development orientation and the tasks of the Ho Chi Minh National Academy of Politics, comrade Nguyen Xuan Thang said that Vietnam is actively preparing for the 14th National Congress of the Party in early 2026. In particular, the Academy is currently focusing on strategic tasks such as participating in drafting Party Congress documents, advising on local development policies and training strategic and grassroots cadres to meet the requirements of the new situation.

Director of the Ho Chi Minh National Academy of Politics Nguyen Xuan Thang highly appreciated the proposal of Director of the Academy Ranepa Alexey Komissarov and commented that this is a very meaningful idea in the context of Vietnam's need to assess the capacity of officials in a quantitative way.

At the meeting, the two sides agreed to increase the exchange of working delegations and expand the scale of cooperation in line with the needs of training cadres in accordance with the practical situation of both sides. In Vietnam, training cooperation will be expanded not only in Hanoi but also at the Academy's affiliated units in Ho Chi Minh City, Can Tho and Da Nang.
