Cooperatives are the key to building new rural areas.
In recent years, the process of building new rural areas in Tuyen Quang has created strong changes in both economy and society. Cooperatives not only contribute to increasing income, creating jobs, promoting agricultural restructuring but also play a role in connecting farmers, businesses, and markets, thereby building a modern commodity agriculture.
In Kim Binh commune, Hong Phat Organic Agriculture Cooperative is a clear demonstration of the daring spirit of young people starting a business in the field of clean agriculture.
Ms. Pham Thi Hong, Director of Hong Phat Organic Agriculture Cooperative, has successfully created the brand "Green heart black bean tea bags" achieving 4-star OCOP in 2021 and recognized as a typical rural industrial product of Tuyen Quang province in 2022.

Thanks to continuous improvement of production and expansion of consumption markets, the Cooperative consumes 5-8,000 products each year, with revenue reaching over 4 billion VND. In particular, the Cooperative's expansion of export markets is having important changes, up to now 20% of the Cooperative's products have reached foreign consumers.
Notably, the cooperative's 75-hectare black bean growing area is now linked with 120 households in Kim Binh, Minh Quang, and Tri Phu communes, which used to have a high poverty rate. Thanks to the cooperative's linkage model, many families in the localities, especially the Mong people, have had a stable income, such as the family of Mr. Ly Van Sai in Khuon Lan village, who earns over 100 million VND each year from 2 hectares of beans, many times higher than growing rice and corn before.
Thanks to its effective operations, Hong Phat Cooperative is actively contributing to many criteria for new rural construction both inside and outside the locality, especially criteria related to production organization, poverty reduction, social security, etc.
In the new rural picture of Tuyen Quang, Thanh Dat Cooperative (Khang Nhat commune, now Tan Thanh commune) is a typical model of chain linkage. With 12 members and over 500 households linked to the A-UK vegetable, pumpkin, and cucumber growing area of over 200 hectares, the Cooperative helps farmers ensure stable output, increase income, and shift from small-scale production to commodity production. Cooperative Director Pham Van Tuan emphasized that if the Cooperative wants to operate effectively, it must first change its mindset and proactively link to the market. When a chain is built from production to consumption, farmers will be bold enough to invest and produce in a sustainable direction.
The story at Minh Quang Tea Cooperative (Thong Nguyen Commune) also shows the mark of the cooperative economic model, cooperatives in building new rural areas in Tuyen Quang. After 6 years of operation, Minh Quang Tea Cooperative has formed a closed organic Shan Tuyet tea production chain, guiding 129 households in 6 villages to produce according to HACCP standards.
Each year, the cooperative processes about 120 tons of fresh tea into many high-value products such as white tea, black tea, pu-erh tea, etc. with selling prices of up to 2-4 million VND/kg. Minh Quang Tea Cooperative is researching tea lines combining medicinal herbs and fruits to target the EU and Middle East markets, something that few people previously thought a mountainous cooperative could do.

Removing difficulties and synchronizing support policies for cooperatives
In the process of implementing the new rural construction program, in addition to the achievements, cooperatives in Tuyen Quang province still face many difficulties and challenges. Cooperatives in Tuyen Quang, while building new rural areas, often face difficulties in new scale, consolidation of records, inappropriate targets, lack of resources, weak infrastructure, low income, poverty reduction, environment...
Chairman of the Tuyen Quang Province Cooperative Union Cao Hung Dung said that most cooperatives in the province are small and medium-sized, even micro-sized. Many cooperatives are still operating in a fragmented and small scale, without suitable production and business plans, low product competitiveness, not paying attention to market development, lacking capital to invest in expanding production and business; access to science and technology applications, digital transformation in production and business is still slow...
Clearly identifying those difficulties and limitations, in recent years, the Tuyen Quang Province Cooperative Union has presided over and coordinated with relevant agencies to promote training and coaching to improve the quality of human resources for cooperatives; consulted and guided cooperatives to benefit from policies supporting collective economic development; supported cooperatives to participate in trade promotion activities and product promotion and introduction.
Therefore, in addition to their own efforts, cooperatives need the support of the State and supporting organizations, including the Vietnam Cooperative Alliance - an organization that plays an important role in technology transfer, management training, trade promotion, loan support and promoting digital transformation for cooperatives.
Through support programs of the Vietnam Cooperative Alliance and the Tuyen Quang Cooperative Alliance, hundreds of cadres and members of cooperatives have been trained in management skills and the application of science and technology in production. Many projects support preferential loans and bank credit connections to help cooperatives expand their scale, invest in machinery, build cold storage and processing factories. The Vietnam Cooperative Alliance also regularly organizes trade promotion, bringing Tuyen Quang cooperative products to participate in domestic and international fairs.
Thanks to that, many products such as tea, grapefruit, honey, specialty fish, cellophane noodles, etc. have expanded their consumption markets and enhanced their brands. In addition, the digital transformation program, supporting cooperatives to bring products to e-commerce platforms, is also being implemented, helping Tuyen Quang agricultural products reach consumers in many large provinces and cities.
After the merger, by October 2025, Tuyen Quang has 35 communes meeting new rural standards, of which some communes have met advanced new rural standards. In addition to economic development, the province has focused heavily on investing in rural infrastructure - from roads, irrigation systems, schools, and medical stations - to meet the needs of socio-economic development. Agricultural, ecological, and cultural tourism projects have also been promoted, bringing the advantages of landscape and traditional culture into economic development, creating more livelihoods for people.
Tuyen Quang determined that building new rural areas "has only a starting point, not an ending point", so in the coming period, the province will continue to promote propaganda and mobilize people to participate in appropriate movements; prioritize investment in socio-economic infrastructure; promote the application of science and technology, digital transformation; improve the quality of human resources; vocational training, job creation; develop production associated with sustainable poverty reduction.
In particular, the province focuses on enhancing the role of cooperatives, an important nucleus in linking production, organizing markets and building agricultural product brands. The new rural construction movement in Tuyen Quang shows that success can only be achieved when the State and people join hands, in which cooperatives play an important role as a bridge between knowledge, technology, markets and farmers.
