Cooperatives are the decisive factor in building new rural areas.
In the national criteria for new rural construction, criterion No. 13 on production organization is closely related to other criteria. Therefore, the production form is the decisive factor for sustainable development in new rural construction, because the production form has a direct impact on increasing farmers' income.
In Hung Yen , according to the set of criteria for new rural communes in the 2021-2025 period of this province, cooperatives need to operate effectively according to the Law on Cooperatives, have a model of linking production with consumption of key products, ensuring sustainability. At the same time, key products need to have traceability, build raw material areas and be certified by VietGAP or equivalent to meet criterion 13.
However, in the construction of advanced and exemplary NTM, the indicators in criterion 13 are more specific and enhanced, such as: there must be OCOP products that are ranked as meeting standards or equivalent, there must be an economic model applying high technology or an agricultural model applying mechanization in stages, linking in the value chain associated with ensuring food safety; applying digital transformation to trace the origin of key products...
Ms. Nguyen Thi Hoang Anh, Director of An Thanh Agricultural Service Cooperative (Phu Duc commune, Hung Yen province) said that with the attention and support of the Provincial Cooperative Union, the local collective economy has completely changed in "quality", truly becoming the core force in rural economic development, a support for members. Implementing the new rural construction, the Cooperative has completed the concreting of more than 2km of internal roads, hardened nearly 1km of canals, dredged and cleared over 2km of level 3 main rivers to facilitate irrigation and drainage. The Cooperative has built a 5ha area for producing Tam Xuan sticky rice according to VietGAP standards; the rice output consumed through linked contracts accounts for over 30% of the total output of the Cooperative's main products, thereby increasing the income value per unit of cultivation.
Along with promoting production and increasing income for members, cooperatives also focus on protecting the environment in the process of participating in building advanced and exemplary new rural areas to develop agriculture in an effective and sustainable direction. Mr. Tran Thanh Son, Director of the Agricultural Production and Service Cooperative of Binh Dinh commune, said that since 2012, the cooperative has opened an environmental service to collect and treat waste. Up to now, the environmental service has been put into practice, creating consensus and support from the people, so the situation of dumping waste into rivers, ditches, and roads has decreased significantly, limiting environmental pollution in the locality. The team of workers doing this service has 5 people, collecting waste once every 2 days at the beginning of the alleys, bringing it to the centralized landfill to be classified and treated, not letting waste accumulate for a long time.

Play the role of "midwife" well for farmers
Hoa Tien 1 Production and General Business Service Cooperative (Hoa Tien Commune, Da Nang City) specializes in producing rice varieties, vegetables, tubers, fruits, commercial rice and rice products. The Cooperative has performed well as a midwife for the economy of its members' households, through organizing and guiding members to implement scientific and technical advances, using new varieties with high productivity and quality, applying machinery to agricultural production, and guiding members to convert crop and livestock farming. Thanks to that, the income value on the production area has been increased.
In 2024, the Cooperative guided members to apply scientific and technical advances in production, taking good care of 48 hectares of rice, with an average yield of 70 quintals/ha in 2024. In 2024, the Cooperative also produced 12 hectares of organic rice in Cam Ne, certified by the competent authority to VietGAP standards and granted a growing area code with 2 varieties ST25 and DT100 - recognized as 3-star OCOP products. Especially in the summer-autumn crop of 2024, the Cooperative supported organic production using the method of transplanting trays with an area of 11.5 hectares, increasing the total organic rice production area to 23.5 hectares by the end of 2024. At the same time, the VNR10-DT68-HG12 rice variety was demonstrated for high yield and 2 crops per year, which is a source of good short-term seeds for Cooperative members to produce.
Regarding the value chain of rice seed production, in 2024, the Cooperative has linked with production units to produce 84 hectares of Ha Phat 3 rice seeds (an increase of 12% compared to 2023). In addition to supplying these seeds to internal members and farmers, the remaining amount is provided to associated units, with revenue increasing by 30% compared to 2023.

Hoa Tien Cooperative also continues to implement the large-scale field program, benefiting members by nearly 400 million VND. The Cooperative also coordinates with agricultural agencies to provide guidance on scientific and technical measures in intensive cultivation of crops for member households to effectively implement the rice seed chain production in recent years. From there, step by step, the brand of Hoa Tien Rice, rice seeds and safe vegetables of Hoa Tien has been built. Thanks to that, the economy of members participating in the Cooperative has been significantly improved, creating jobs for local workers, contributing to the goal of building advanced new rural areas in the area.
