Party Central Committee member, Chairman of the Committee on Law and Justice Hoang Thanh Tung chaired the meeting.

Also attending were: members of the Law and Justice Committee; representatives of the Standing Committee of the Nationalities Council and a number of National Assembly Committees; Deputy Minister of Home Affairs Truong Hai Long; Deputy Minister of Construction Nguyen Tuong Van; representatives of leaders of relevant ministries, branches and agencies.

At the meeting, the Committee on Law and Justice examined the following projects: Resolution of the National Assembly Standing Committee on standards of administrative units; Resolution of the National Assembly Standing Committee on urban classification.
Promoting the integration capacity of cities
Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh acknowledged that despite the huge workload, the Committee for Law and Justice always completed it responsibly, seriously, ensuring quality, and organized many meetings to examine draft laws and resolutions.

Emphasizing the statement of General Secretary To Lam, at this time, each cadre and each delegate must have a new mindset that surpasses the old mindset, the Vice Chairman of the National Assembly stated that after the revolution of streamlining the apparatus and rearranging administrative units, we have reduced to 34 provincial-level administrative units, 3,321 commune-level administrative units; reduced 5 ministries, 5 agencies of the National Assembly and thousands of administrative service units. Thus, the number of working units has decreased, the number of people has also decreased by more than 150,000 people but growth is still guaranteed at over 8%.

"That shows that we have innovated our thinking, methods, and ways of doing things, and the final result is increased labor productivity and increased leadership and direction effectiveness," the Vice Chairman of the National Assembly emphasized.
Regarding the draft Resolution of the National Assembly Standing Committee on standards of administrative units and the draft Resolution of the National Assembly Standing Committee on urban classification, the Vice Chairman of the National Assembly affirmed that these are two very important contents.
Therefore, the Vice Chairman of the National Assembly requested that the submitting agency and the examining agency must closely follow Conclusion No. 212-KL/TW dated November 18, 2025 of the Politburo and Secretariat.

That is, research on inheritance and innovation of thinking about the system of standards of administrative units and classification of administrative units and urban classification with a long-term, comprehensive, stable, long-term vision, sustainable development, meeting national and international development requirements.
At the same time, carefully review and promptly complete criteria for classifying administrative units and urban areas, especially administrative units with special elements; develop policies and regimes suitable for each type of administrative unit; decentralize management, promote the effectiveness of two-level local governments, and promote the integration capacity of urban administrative units.

The Vice Chairman of the National Assembly also said that the Politburo has assigned the National Assembly Party Committee to direct the issuance of a resolution on administrative unit standards and urban classification to ensure the synchronization and unity of the legal system for urban development in accordance with two-level local government and general trends. In particular, urban areas are determined on the basis of development space, nature, function, role and position in the national urban system, not limited to urban areas being administrative urban areas.
Thereby, the Vice Chairman of the National Assembly suggested that the Ministry of Home Affairs and the Ministry of Construction continue to coordinate with the Standing Committee of the Law and Justice Committee to complete the draft Resolution and soon submit it to the Standing Committee of the National Assembly for consideration and promulgation.
Clarify more about the objects, scope of assessment and classification of urban areas
According to the Submission, the draft Resolution on urban classification stipulates urban types, urban classification principles; criteria and standards for urban classification; authority to recognize urban types; organization of implementation and use of urban classification results.

The draft Resolution consists of 4 Chapters and 16 Articles; amending and perfecting Vietnam's urban classification system including 4 types: special type, type I, type II and type III and simultaneously eliminating type I belonging to provinces to avoid overlap. Along with that, amending the criteria for urban classification, shortening from 5 to 3 main groups: role, location and conditions for socio-economic development; level of urbanization; level of infrastructure development and spatial organization.

According to the Project Report on the Resolution on the standards of administrative units, the draft Resolution is structured into 3 chapters and 15 articles. Specifically, for centrally-run cities, the draft Resolution adjusts the population size standard from 1 million to 2.5 million people or more, and the natural area from 1,500 km² to 2,500 km², and at the same time stipulates that the ward ratio accounts for at least 50% of the total number of commune-level administrative units.

For the province, a number of new standards are added to reflect the requirements for comprehensive and sustainable development of rural areas, including: ensuring the orientation of socio-economic development of localities and regions, in which striving to achieve a number of specific standards on socio-economic structure and infrastructure; ensuring the maintenance and promotion of historical traditions, culture, and national identity of the residential community.

Examining the two draft Resolutions, the Committee on Law and Justice basically agreed with the necessity of issuing the Resolutions; found that the dossiers of the draft Resolutions had been carefully and seriously prepared by the Government, in accordance with regulations, and were qualified to be submitted to the National Assembly Standing Committee for consideration and decision.

In addition, it is recommended that the drafting agencies continue to research and clarify the subjects and scope of urban assessment and classification, the relationship between urban assessment and classification and the standards of administrative units as well as the connection between the order and procedures for urban assessment and classification and the procedures for establishing urban administrative units.



There are opinions suggesting that there should be an additional level of urban classification to evaluate the city without equalizing it to a type I urban area as shown in the draft Resolution. There are opinions suggesting to study and add an additional urban type to apply to the former towns, now converted into communes, or to expand the evaluation and classification scale for type III urban areas to cover this existing urban group.
