Hanoi Party Secretary Nguyen Duy Ngoc appointed Head of the 100-year Capital Planning Board

The Hanoi Party Committee has just issued Decision No. 295-QD/TU of the Standing Committee of the Party Committee on the establishment of the Steering Committee to review and study the development of the Master Plan of the Capital with a 100-year vision. The Steering Committee was established on the basis of integrating the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050 and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065, consisting of 47 comrades, headed by Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Hanoi Party Committee.

According to the Decision, the Steering Committee is responsible for directing, organizing the review and adjustment of the two above-mentioned plans in the process of researching and developing the Master Plan of the Capital with a 100-year vision, ensuring integration and synchronization of planning content.

The Steering Committee is responsible for directing, inspecting, and urging departments, branches, sectors, and People's Committees of communes and wards to implement the two above-mentioned plans in accordance with the provisions of law; periodically organizing meetings to grasp the situation and promptly handle difficulties and problems.

For issues with different opinions or large, important issues, the Steering Committee is responsible for synthesizing, reporting, and recommending to the Central Committee for consideration and resolution according to its authority.

Along with reviewing and adjusting the two major plans, the Steering Committee directed the implementation of research and proposed amendments to Resolution No. 15-NQ/TU dated May 5, 2022 of the Politburo on the direction and tasks of developing Hanoi Capital to 2030, with a vision to 2045; research and propose amendments and supplements to the Law on the Capital. The Steering Committee also directed the review, development, and reporting to competent authorities for approval of the Master Plan of the Capital with a 100-year vision on the basis of integrating the two above-mentioned plans.

The master plan of the Capital with a 100-year vision was built to update and supplement the direction of the General Secretary, the development orientation of the Capital stated in the Resolution of the 14th National Congress of the Party, the Resolution of the 18th Congress of the Hanoi Party Committee, the newly issued strategic resolutions of the Central Committee and other directive documents of the Central Committee and the City to meet the development requirements of the Capital in the new era. On that basis, the Steering Committee proposed to the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee, the Executive Committee of the City Party Committee to consider and decide on guidelines, orientations, mechanisms and policies as a basis for effective, synchronous and comprehensive implementation.
