The government is determined to "declare uncompromising war" on smuggling and counterfeit goods.

The Government's action plan sets out eight key tasks and solutions to combat, prevent, and repel smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement by 2030.

The Government has just issued Resolution No. 397/NQ-CP on the Government's Action Plan to combat, prevent and repel smuggling, trade fraud, counterfeit goods and intellectual property infringement by 2030.

Push back and gradually eliminate smuggling, trade fraud and counterfeit goods.

The general objective of the Plan is to resolutely prevent, combat, stop, repel, and eventually end and eradicate smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement with a spirit of determination, resoluteness, and "uncompromising declaration of war" against smuggling, trade fraud, production, trading, and sale of counterfeit goods, poor quality goods, goods of unknown origin, and goods that infringe intellectual property rights to protect the legitimate and legal rights and interests of the People and businesses; protect the security and health of the People, contribute to ensuring security, safety, and social order, and promote rapid and sustainable economic growth.

The plan strives to promote institutional improvement; perfect the organization and apparatus to be strong enough; specifically define the functions, tasks and powers of ministries, branches and local authorities at two levels; and build mechanisms and policies for people and businesses to participate.

Create a strong change in awareness so that all levels, sectors, people and businesses voluntarily and well comply with the Party's policies and the State's laws in fighting smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

Mobilize the strength of the entire political system; the strength of the people and businesses to participate in the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Strictly handle officials who assist in violations

The plan aims for 100% of cadres, civil servants and public employees to have professional ethics and high responsibility in the process of performing public duties, ensuring adequate capacity, integrity, and not being influenced or manipulated; at the same time, strictly handle cases of cadres covering up and abetting violations with the spirit of "no tolerance, no forbidden zones and no exceptions"; at the same time, absolutely do not take advantage of inspection activities to affect normal production and business activities of organizations and individuals; combine inspection with propaganda, dissemination, education and legal guidance for inspected subjects.

100% of agencies and units performing the task of combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement are equipped with and apply modern science, technology, and equipment in managing, monitoring, and controlling goods; and meet requirements on finance, means, technology, digital transformation, and databases to control goods traded on the market.

100% of e-commerce platforms signed a commitment not to trade or advertise counterfeit goods

100% of e-commerce trading floors, major social networks, press and television agencies sign a commitment and ensure compliance with not trading or advertising counterfeit goods, poor quality goods, goods of unknown origin, or goods that infringe intellectual property rights; 100% of organizations and individuals producing and trading goods related to consumer health are informed and disseminated about legal regulations on counterfeit goods, intellectual property, specialized laws on standards, regulations, and quality for goods traded by organizations and individuals; 100% of consumers are informed and disseminated about the law on protecting their rights.

8 key tasks and solutions

To achieve the above goals, the Plan sets out 8 key tasks and solutions to combat, prevent and repel smuggling, trade fraud, counterfeit goods and intellectual property rights infringement by 2030, including:

1- Promote the work of perfecting institutions; perfecting the organization and apparatus to be strong enough, and specifically defining the functions, tasks, and powers of ministries, branches, and local authorities at two levels.

2- Mobilize the strength of the entire political system; the strength of the people and businesses to participate in the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

3- Building a team of cadres, civil servants and public employees with professional ethics and high responsibility in the process of performing public duties, ensuring adequate capacity, integrity, and freedom from influence and manipulation, while strictly handling cases of cadres covering up and abetting violations with the spirit of "no tolerance, no forbidden zones and no exceptions".

4- Strengthen inspection, control and supervision of licensing agencies and organizations, conformity assessment organizations to issue conclusions and results of state inspections on standards, regulations and quality of goods and strictly handle violations.

5- Improve the effectiveness of coordination between ministries, branches, localities, and local authorities at two levels to synchronously and effectively implement the work of preventing smuggling and illegal transportation across the border from border areas and border gates into the inland.

6- Promote the application of science, technology, and modern equipment in the management, supervision, and control of goods; meet the requirements of finance, means, technology, digital transformation, and databases to control goods traded on the market.

7- Strengthen communication work, raise awareness among people and businesses about the dangers of smuggling, trade fraud, counterfeit goods, poor quality goods, goods infringing intellectual property rights so that people do not assist or cover up smuggling, trade fraud, counterfeit goods, goods infringing intellectual property rights; results of work to prevent and combat smuggling, trade fraud and counterfeit goods.

8- Strengthen international cooperation in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement./.
