Determined to wage an "uncompromising war" against smuggling and counterfeit goods.

The government has just issued Resolution No. 397/NQ-CP on the Government's Action Plan to combat, prevent, and curb smuggling, trade fraud, counterfeit goods, and intellectual property infringement until 2030.

Combating and ultimately eradicating smuggling, trade fraud, and counterfeit goods.

The overall objective of the Plan is to resolutely prevent, combat, deter, repel, and ultimately eliminate smuggling, trade fraud, counterfeit goods, and intellectual property infringement with determination and determination.

The overarching principle is a "no-holds-barred war" against smuggling, trade fraud, the production, sale, and distribution of counterfeit and substandard goods, goods of unknown origin, and goods infringing intellectual property rights, in order to protect the legitimate rights and interests of the people and businesses; to protect the security, safety, and health of the people; and to contribute to ensuring social security, safety, and order, and promoting rapid and sustainable economic growth.

The plan aims to strengthen institutional reform; improve the organizational structure and apparatus to be sufficiently strong, clearly defining the functions, tasks, and powers of ministries, sectors, and local governments at both levels; and build mechanisms and policies to enable the participation of the people and businesses.

To create a strong shift in awareness so that all levels, sectors, people, and businesses voluntarily and effectively comply with the Party's guidelines and the State's policies and laws in combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement.

Mobilize the strength of the entire political system; the strength of the people and businesses to participate in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement.

Strictly punish officials who abet wrongdoing.

The plan aims for 100% of officials, civil servants, and public employees to possess professional ethics and high responsibility in the performance of their duties, ensuring they are competent, honest, and not influenced or manipulated; while strictly handling cases of officials covering up or assisting in wrongdoing with the spirit of "no leniency, no forbidden zones, and no exceptions"; and absolutely prohibiting the misuse of inspection activities to affect the normal production and business activities of organizations and individuals; combining inspection with the dissemination, education , and guidance of laws to those being inspected.

100% of agencies and units responsible for combating smuggling, trade fraud, counterfeit goods, and intellectual property infringement are equipped with and apply modern science, technology, and equipment in managing, monitoring, and controlling goods; and are provided with the necessary financial resources, means, technology, digital transformation, and databases to control goods traded in the market.

100% of e-commerce platforms have signed a commitment not to sell or advertise counterfeit goods.

100% of e-commerce platforms, major social networks, press agencies, and television stations have signed commitments and ensured compliance with regulations prohibiting the trading and advertising of counterfeit goods, substandard goods, goods of unknown origin, and goods infringing intellectual property rights; 100% of organizations and individuals producing and trading goods related to consumer health have been informed and educated about legal regulations on counterfeit goods, intellectual property, and specialized laws on standards, regulations, and quality for goods traded by these organizations and individuals; 100% of consumers have been informed and educated about the law on protecting their rights.

8 key tasks and solutions

To achieve the above objectives, the Plan outlines eight key tasks and solutions to combat and prevent smuggling, trade fraud, counterfeit goods, and intellectual property infringement by 2030, including:

Firstly, we must strengthen institutional reform; improve the organizational structure and apparatus to ensure it is strong enough, and clearly define the functions, tasks, and powers of ministries, agencies, and local governments at both levels.

Secondly, we must mobilize the strength of the entire political system; the strength of the people and businesses to participate in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement.

Thirdly, we must build a team of officials and public employees with high professional ethics and responsibility in the performance of their duties, ensuring they are competent, honest, and not influenced or manipulated. At the same time, we must strictly handle cases of officials covering up or assisting in wrongdoing with the spirit of "no leniency, no forbidden areas, and no exceptions."

Fourth, strengthen inspection, examination, and supervision of agencies and organizations that issue licenses and conduct conformity assessments, issuing conclusions and results of state inspections on standards, regulations, and product quality, and strictly handling violations.

Fifth, improve the effectiveness of coordination among ministries, sectors, localities, and local governments at both levels to synchronously and effectively implement measures to prevent and combat smuggling and illegal transportation across the border, from border areas and border gates into the interior.

Sixth, promote the application of science, technology, and modern equipment in the management, monitoring, and control of goods; meet the requirements for finance, resources, technology, digital transformation, and databases to control goods traded in the market.

Seventh, strengthen communication efforts to raise awareness among the public and businesses about the dangers of smuggling, trade fraud, counterfeit goods, substandard goods, and goods infringing intellectual property rights, so that people do not abet or cover up smuggling, trade fraud, counterfeit goods, and goods infringing intellectual property rights; and highlight the results of efforts to prevent and combat smuggling, trade fraud, and counterfeit goods.

Eighth, strengthen international cooperation in the fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement.
