Thanh Hoa: Proactively resolve issues arising within its jurisdiction

In 2025, the work of building the Party and the political system in Thanh Hoa achieved important results. Notably, the Provincial Party Committee and Party committees at all levels have thoroughly grasped and seriously, fully and promptly implemented the resolutions, directives and conclusions of the Central Committee, especially the resolutions and conclusions on the arrangement and streamlining of the political system's apparatus; on Party congresses at all levels towards the 14th National Congress of the Party and the breakthrough and strategic policies and resolutions of the Politburo.

Thanh Hoa has completed the operation of 26 district-level administrative units, operating the two-level local government smoothly with the motto of being close to the people, serving the people better, promptly resolving difficulties and problems of the people and businesses.

The Provincial Party Executive Committee focused on leading and directing the successful organization of Party congresses at all levels and the 20th Provincial Party Congress, ensuring progress, quality, and compliance with regulations; continued to promptly develop and promulgate the Working Regulations, Work Program, inspection and supervision program for the entire term of the 20th Provincial Party Executive Committee and the Working Regulations of the Provincial Party Committee's Inspection Committee for the 2025-2030 term.

The system of institutions, mechanisms, policies and planning under the province's authority continues to be supplemented, amended, newly issued and increasingly improved; many difficulties and problems are resolved, creating a favorable environment and conditions for socio-economic development.

Up to this point, Thanh Hoa has achieved 22 main targets, of which 9 targets exceeded the plan and 4 targets were not achieved.

Discussions at the meeting continued to clearly analyze the objective and subjective reasons why some targets have not met the set plan; discussed a group of solutions to overcome the situation, especially proactively preventing epidemics, restoring production after floods; selectively attracting investment; effectively implementing preferential credit policies, enhancing training, improving qualifications for workers, supporting businesses to find new orders; removing backlog projects, prioritizing capital allocation for projects to be completed in 2026.

Some opinions have arisen after more than 5 months of operating the 2-level local government. That is, the structure of the team and the arrangement of cadres in some places are not reasonable, many localities have not recruited all the assigned staff quotas, and there is a lack of cadres with professional qualifications in military, land administration, construction, and information technology. Opinions suggest continuing to mobilize civil servants and public employees; strengthening training and fostering technology, techniques, and expertise for the team; paying attention to arranging and effectively using surplus offices, prioritizing arrangements for educational institutions to convert their functions, meeting teaching and learning requirements...

The conference approved the Resolution of the Thanh Hoa Provincial Party Executive Committee on general directions and 32 key targets in various fields to successfully carry out the tasks in 2026.

To successfully implement the set goals, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh requested leaders and direction to resolutely implement comprehensive and synchronous digital transformation, as a basis for implementing management, direction and operation of local Party committees and authorities at two levels and serving people and businesses; tightening discipline and order in performing tasks, direction and operation.

Focus on developing, promulgating, and implementing programs, plans, schemes, projects, mechanisms, and policies to create a favorable environment and conditions to mobilize and effectively use resources for development.

Continue to promote and renew growth drivers: investment, consumption, export; new growth drivers are science and technology, innovation, digital economy, green economy, circular economy, sharing economy. Identify specific products that contribute greatly to the province's growth to regularly check and grasp the business situation of enterprises, promptly remove difficulties, boost production; speed up progress, and soon put investors' production and business projects into operation.

Thanh Hoa provincial leaders emphasized that sectors and localities should focus on carefully studying legal documents to proactively resolve work within their authority; focus on overcoming and removing "bottlenecks", clearing "bottlenecks", especially difficulties in construction materials, land for embankment, site clearance, compensation, resettlement support, and speeding up disbursement of public investment capital from the beginning of 2026.
