The Government has just issued Resolution No. 397 on an action plan to combat, prevent and repel smuggling, trade fraud, counterfeit goods and intellectual property rights infringement by 2030.

The general objective of the plan is to resolutely prevent, combat, stop, repel, and eventually end and wipe out smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

The Government is determined to resolutely and resolutely "declare uncompromising war" on smuggling, trade fraud, production, trading, and sale of counterfeit and poor-quality goods, to protect the legitimate rights and interests of people and businesses.

The Government aims for 100% of cadres, civil servants and public employees to have professional ethics and high responsibility in performing public duties, ensuring adequate capacity, integrity, and freedom from influence or manipulation.

At the same time, the Government thoroughly handles cases of officials covering up and abetting violations with the spirit of "no tolerance, no forbidden zones and no exceptions".

“Absolutely do not take advantage of inspection activities to affect normal production and business activities of organizations and individuals,” the Government resolution clearly states.

Another goal set by the Government is that 100% of agencies and units performing anti-counterfeiting tasks meet the requirements on finance, means, technology, digital transformation, and databases to control goods traded on the market.

The government said that 100% of major e-commerce trading floors and social networks have signed commitments and guarantees not to trade or advertise counterfeit or poor-quality goods.

Many synchronous solutions have been proposed by the Government, including strengthening inspection, examination and supervision of licensing agencies and organizations, conformity assessment organizations, drawing conclusions and results of State inspections on standards, regulations and quality of goods and strictly handling violations.

The Government requested to improve the effectiveness of coordination between ministries, branches, localities, and local authorities at two levels to synchronously and effectively deploy the work of preventing smuggling and illegal transportation across the border from border areas and border gates into the inland.

In addition, the Government emphasized the need to promote the application of science , technology, and modern equipment in the management, supervision, and control of goods; meeting the requirements of finance, means, technology, digital transformation, and databases to control goods traded on the market.

In addition, the Government noted to step up communication work, raise awareness among people and businesses about the dangers of smuggling, trade fraud, counterfeit goods, poor quality goods, and goods that infringe intellectual property rights, so that people do not assist or cover up violations.
