The 13th National Congress of the Party identified the comprehensive improvement of institutions as one of the three strategic breakthroughs.
Over the past five years, in concretizing this policy, the work of lawmaking has made remarkable progress and achieved many important results, thereby contributing to unleashing productive forces and unlocking many resources for development.
The Institute of Biotechnology, Vietnam Academy of Science and Technology, conducts research on more than 100 scientific projects at various levels each year, but most of the projects selected are only at a safe level, and there are not many research results at an excellent level.
More than anyone else, the scientists here are the ones who best understand the significance of the new provisions in the Law on Science, Technology and Innovation passed by the National Assembly at its 9th session. The situation in the scientific community is just one example. Implementing a strategic breakthrough in institutional reform in the spirit of the Party's 13th National Congress resolution, over the past five years, many shortcomings in legal regulations across various fields have been addressed and improved.
To date, including draft laws and resolutions to be passed at the 10th session of this term, the National Assembly will consider and pass 149 laws and 48 resolutions. This is a historic volume of legislation, including many important and strategic decisions that have contributed to improving the efficiency of state management, encouraging innovation, unleashing productive forces, and unlocking all resources for development.
"The National Assembly has boldly amended the Constitution to establish a two-tiered government. Along with the Constitution, we have amended a series of laws related to the government apparatus. This shows that the National Assembly dares to make decisions and act for innovation, development, and the future. This is a highly strategic legislative activity, not only for this term but also shaping future development," affirmed Mr. Trinh Xuan An (National Assembly representative from Dong Nai province).
"The policies enacted are centered around the people and businesses, actively removing obstacles and difficulties, unleashing productive forces, and mobilizing all resources for development. The draft laws passed by the National Assembly are concise, only regulating issues within the National Assembly's authority, granting proactive and flexible power to the Government and localities in management and administration, coupled with promoting decentralization, delegation of power, and administrative procedure reform," said Mr. Hoang Thanh Tung (Chairman of the National Assembly's Committee on Law and Justice).
For the country to develop, we must definitively say "no" to any weaknesses in policy design and implementation. Improving institutions remains a strategic breakthrough, so that by 2030, Vietnam will have a democratic, fair, consistent, unified, transparent, and feasible legal system that paves the way for development, and by 2045, a legal system that approaches advanced international standards and becomes the standard of conduct for all stakeholders in society.
