Perfecting the legal framework and proposing solutions for economic development
According to Deputy Prime Minister Nguyen Hoa Binh, recently, the Government and the Prime Minister have focused on directing the review of 12 laws and submitted to the National Assembly for approval 8 laws on the state budget, prices, management of state capital in enterprises and a number of specialized tax laws; approved 108/111 national planning schemes and continued to handle difficulties and obstacles in planning work associated with the arrangement of administrative units and the organization of two-level local governments.
Strictly control the work of budgeting, allocating, managing the use of the State budget and public assets. Focus on reviewing, synthesizing, classifying, developing plans and resolutely removing obstacles for long-standing backlog projects. Promote the modernization of tax management, resolutely handle tax arrears. Focus on perfecting the legal framework; implementing solutions to promote the recovery of the corporate bond market; national credit rating is maintained at a positive level. Continue to promote the restructuring of state-owned enterprises. Actively and effectively deploy fiscal and monetary mechanisms, policies and solutions to support the Socio-economic Recovery and Development Program; institutionalize a number of appropriate specific mechanisms and policies.
Also according to Deputy Prime Minister Nguyen Hoa Binh, in the banking sector, the Government and the Prime Minister have focused on directing and operating monetary policies proactively, flexibly, promptly and effectively; closely coordinating and synchronously with a reasonable, focused and key expansionary fiscal policy to contribute to stabilizing the macro-economy, controlling inflation, promoting growth, and ensuring major balances of the economy. Continuing to review, amend and perfect the legal framework for banking activities, ensuring strictness, efficiency, and limiting risks; implementing compulsory transfers for 3 compulsory-purchase banks and Dong A Bank.
By the end of October 2025, the bad debt ratio on the balance sheet will be controlled at 1.64%. Credit growth across the system will be improved, ensuring that the credit capital needs of the economy are met. Delegate Tran Hoang Ngan, Ho Chi Minh City National Assembly Delegation, said that the Government's report fully reflected the results of implementing 16 Resolutions of the National Assembly in almost all areas of finance, banking, industry and trade, construction, transportation, etc. With the efforts of the Government in all areas and the efforts of local authorities, the implementation of the Resolutions of the National Assembly has helped our country recover economically from a 2.6% decline in 2021 and have economic growth of about 8% in 2025.
Concerned about the implementation of Resolution No. 43 of the National Assembly dated January 11, 2022 on fiscal and monetary support policies, socio-economic recovery and development programs, delegate Tran Hoang Ngan said that this Resolution is of great significance and has contributed to ensuring social security, stabilizing the macro-economy and economic recovery after the COVID-19 pandemic.
However, the implementation of Resolution No. 43 still has procedural problems, so adjustments must be made to ensure that support policies reach the right beneficiaries. On the other hand, in the face of complicated developments in weather, natural disasters, and storms, delegate Tran Hoang Ngan affirmed that the Government has also responded quickly when issuing Resolution 380 dated November 25, 2025 on solutions to overcome the consequences of natural disasters.
Appreciating the contents of Resolution 380 of the Government, delegate Tran Hoang Ngan suggested that the Government should consider having a more fundamental policy and support package to submit to the National Assembly or can take advantage of the resolutions that the National Assembly passed at the 9th Session such as Resolution 206 dated June 24, 2025 on special mechanisms and policies to handle difficulties and problems due to legal regulations to have a support package for people affected by recent storms such as: Support for social security, housing; infrastructure for health, education, and transportation.
In addition, there should be a support package for business recovery related to debt forgiveness, debt cancellation, debt grace period, credit support loans, post-business recovery with interest rate of 0 VND. In addition, research on tax exemption and tax refund for business households affected by recent storms and floods.
Speaking about the opinions of National Assembly deputies on the implementation of the resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, Deputy Prime Minister Nguyen Hoa Binh said: The Government, the Supreme People's Court, the Supreme People's Procuracy and the State Audit Office seriously accept the opinions and will make efforts to implement the National Assembly's resolutions.
Regarding the opinions and proposals of the National Assembly deputies, Deputy Prime Minister Nguyen Hoa Binh emphasized that all the contributions demonstrated the sense of responsibility of the National Assembly deputies. Most of the National Assembly deputies agreed with the explanatory reports of the agencies; highly appreciated the responsibility of the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit in implementing the National Assembly Resolution and the opinions of the National Assembly deputies in the question and answer sessions.
The reports also pointed out a number of issues that need to be noted and focused on in the coming period. Issues that need to be continued, provided suggestions for the Government to focus on solving in the coming time and pay attention to during the implementation process.
