The series of events "Bringing a warm Tet to the poor in the Year of the Horse" was launched by Vietnam Social Security from October 2025. Up to now, the program has mobilized nearly 32,000 health insurance cards to give to people in difficult circumstances across the country.

The entire number of cards mobilized will be allocated by Vietnam Social Security to localities based on screening and accurately identifying the subjects in need of support, ensuring that the policy reaches the right people, with the right needs, contributing to spreading the humanistic value of health insurance in social life.

This is information from the ceremony "Giving health insurance cards to people in difficult circumstances - Bringing a warm Tet to the poor in the Year of the Horse" held in Hue city on December 3.

The working delegation of Vietnam Social Security, led by Deputy Director Chu Manh Sinh, directly presented health insurance cards to people in difficult circumstances who suffered heavy losses due to storms and floods in Nam Dong commune, Hue city.

Speaking at the ceremony, Deputy Director of Vietnam Social Security Chu Manh Sinh emphasized that the program "Giving health insurance cards to people in difficult circumstances" is a humanitarian activity, maintained annually by the Vietnam Social Security system to spread the social security policies of the Party and the State; at the same time, mobilizing the cooperation of civil servants, public employees, workers in the entire Vietnam Social Security system and philanthropists in society to take care of the disadvantaged, the poor, and people vulnerable to natural disasters and diseases.

“The health insurance cards today are not only practical material support but also a great source of encouragement for people facing losses and difficulties after the storm and flood,” Mr. Chu Manh Sinh shared.

According to Deputy Director of Vietnam Social Security Chu Manh Sinh, Hue city is one of the localities heavily affected by the recent storm and flood. Prolonged flooding caused serious property damage to many households, disrupted livelihoods, and severely affected their lives. In that context, the health insurance card given out is a timely source of support, helping people feel more secure in health care, especially when they are unfortunately sick or ill.

Mr. Chu Manh Sinh expressed his hope that people would continue to make efforts to overcome difficulties, gradually stabilize their lives and proactively participate in social insurance and health insurance to ensure long-term security for themselves and their families.

In this donation, 4,038 health insurance cards were donated by Vietnam Social Security in coordination with 4 sponsors including Vietnam Bank for Agriculture and Rural Development ( Agribank ), Vietnam Joint Stock Commercial Bank for Investment and Development (BIDV), Vietnam Joint Stock Commercial Bank for Foreign Trade (Vietcombank) and Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank) to people in difficult circumstances in Hue.

In Nam Dong commune alone, Vietnam Social Security and sponsors presented 596 health insurance cards, of which 50 people in especially difficult circumstances were presented with health insurance cards directly at the ceremony.

Sharing the heavy losses of local people, the leaders of Vietnam Social Security also donated 50 million VND to support Nam Dong commune to overcome the consequences of storms and floods, contributing to helping the locality soon stabilize infrastructure, life and production.
