From environmental control to eco-industrial parks

With 98% of industrial parks (IPs) completing investment in centralized wastewater treatment systems and 100% of IPs with stable wastewater installed with automatic monitoring systems, Dong Nai is leading the country in industrial environmental control.

This is a positive result in environmental protection work, a premise for the province to enter the transition phase to ecological industrial parks, realizing the goal of low emissions and developing green industry.

100% of industrial parks have automatic environmental monitoring

Dong Nai is one of the leading localities in the country in developing industrial parks and attracting investment. Up to now, the province has established 57 industrial parks, 1 economic zone and 1 high-tech zone, attracting more than 2,700 domestic investment projects and 45 countries and territories.

Comrade Nguyen Tuan Anh, Member of the Provincial Party Standing Committee, Director of the Department of Agriculture and Environment shared: By the end of 2025, the province will achieve a rate of 98% of industrial parks completing investment in centralized wastewater treatment systems with a total designed capacity of nearly 297 thousand m3/day. Of which, 100% of industrial parks with sufficient wastewater for stable operation have installed automatic wastewater monitoring systems and transmitted data directly to the competent monitoring agencies according to regulations.

According to the leaders of the Department of Agriculture and Environment, the results achieved come from many synchronous solutions. These include promoting communication, raising awareness of the business community about environmental protection responsibilities; providing financial support for industrial parks to invest in infrastructure and wastewater treatment technology; strengthening inspection, supervision, monitoring, promptly reminding businesses to comply with regulations; and at the same time, prioritizing the selection of investors with capacity and experience and putting environmental criteria first right from the design to operation stage.

Since operating the 2-level Local Government model, the department has also increased training, dissemination of laws, and answered questions related to environmental procedures for 95 wards and communes to be more proactive in handling records and monitoring production activities.

In fact, the results of environmental monitoring in 2025 show that the quality of soil and groundwater in the province is within the allowable limits, with no signs of serious pollution. In particular, the quality of surface water in rivers meets the requirements for domestic water supply and other uses. Air quality continues to be maintained stably. In particular, the province has strictly controlled large sources of emissions; applied technology to monitor wastewater on an ad hoc basis; maintained inspections and handled production facilities that violate the environment.

Sharing about this issue, Deputy Head of the Management Board of Industrial Parks and Economic Zones of Dong Nai, Pham Viet Phuong, said: Dong Nai currently has 42/43 Industrial Parks with operating projects that have completed centralized wastewater treatment systems, only Chon Thanh II Industrial Park cannot invest because it has not attracted infrastructure investors.

In addition, the province works with industrial parks that have been established for many years to encourage enterprises to innovate technology, invest in depth, improve working conditions and protect the environment. With new industrial parks, the orientation to attract investment is in the direction of specialization; selecting investors based on technology criteria, financial capacity, socio-economic efficiency and prioritizing reputable and experienced enterprises, projects with the ability to link regions, industries and participate in the value chain.

Greening the province's key economic sectors

Entering a new development phase, Dong Nai aims to strongly shift to an ecological industrial park model; where enterprises apply cleaner production, use resources economically, link industrial symbiosis, and reduce emissions.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha said: For many years, Dong Nai has been steadfast in its green and sustainable development orientation; prioritizing the conversion of existing industrial parks and the construction of new industrial parks according to ecological, green, and high-tech criteria. The province is coordinating with a number of domestic and foreign organizations to research low-carbon industrial models, promote renewable energy, save energy, and build a roadmap for converting ecological industrial parks in line with reality.

Through the international cooperation program, the parties discussed technical, legal and financial solutions for implementation. Recognized difficulties and obstacles to propose and recommend solutions to the Central Government. Promoted projects applying green technology to wastewater treatment, reducing emissions, aiming for the goal of net zero emissions by 2050 according to Vietnam's commitment at COP26.

Dong Nai currently has 57 industrial parks, 1 economic zone, and 1 high-tech zone. According to the approved plan, by 2030, the province will have 81 industrial parks, 1 high-tech zone, and 1 economic zone, becoming one of the major industrial centers of the Southeast region and the whole country.

The Resolution of the 1st Provincial Party Congress, term 2026-2030 and the Resolution Action Program of the Provincial Party Committee, the plan to implement the Resolution of the Provincial People's Committee also identified the following goals: becoming a leading locality in developing high-tech industry; developing industry in the direction of high technology, environmentally friendly; building Dong Nai to develop green, strong, civilized, modern. Strive for 100% of hazardous waste to be collected and treated; 100% of operating industrial parks to have centralized wastewater treatment systems that meet environmental standards.

According to the leader of the Department of Agriculture and Environment, in the coming time, the province will continue to implement a strategy to selectively attract investment, prioritizing high-tech enterprises, circular economy, and energy saving; allocating land funds and resources to help enterprises innovate, improve competitiveness, and create added value; encouraging enterprises to innovate; and widely promoting the benefits of ecological industrial parks and ecological enterprises.

Along with that, the Department of Agriculture and Environment will complete the plan to implement the targets, prioritizing environmental tasks; provide guidance on removing difficulties for localities when operating the 2-level Local Government model; effectively implement the province's Carbon Emission Reduction Project to 2030, with a vision to 2050.
